CASE # 4 <br />POLICY FOR PLAYGROUND EQUIPMENT SURFACING <br /> By: Merland Otto <br /> <br />Background: <br /> <br />Recently the City attorney informed staff that recent court <br />decisions indicate that the City is better protected from liability <br />exposure when decisions are based on formal policies rather than <br />independent staff decisions.
