John Tousley - inquired as to the legal ramifications with respect to address changes and abstracts
for properties.

Mr. Goodrich replied that addresses have nothing to do with abstracts; abstracts are based on the
legal description of the property and not the house number of the property.

Mr. Tousley reiterated that he feels changing a house number by one digit is not necessary when
most of the streets in the City meander in an arc fashion rather than run East-West and North-
South.

Steve Morrison, 8723 - 175th Lane N.W. - stated that he is a member of the Fire Department and
the people of that department are trained to locate addresses based on odd and even numbers. Mr.
Morrison stated that there are too many errors throughout Anoka County to remember all of these
unique situations.

Carol Brash, 5440 - 156th Lane N.W. - stated that she is in favor of the proposed address changes
because it is not worth the risk that somebody might not survive an emergency situation because
the ambulance could not find the property. Carol inquired as to the time frame in which the City is
proposing to make these address changes effective. Mr. Hartley replied that discussion has taken
place to make the address changes effective within a certain time period to allow residents to
prepare accordingly for the change.

Ann Dunn, 5163 - 147th Circle N.W. - inquired again as to why the City sees a need to change
147th Circle N.W. to 146th Circle N.W.

Mr. Hartley replied that 147th Circle N.W. occurs in the midst of houses numbered with the
beginning digits 146, therefore it would appear to somebody trying to find the property that 147th
Circle N.W. would logically not be found until you were entering a vicinity of numbers beginning
with the digits 147. Mr. Hartley referred to the issue of Neon Street N.W. versus Lithium Street
N.W. and stated that this is one instance where either the name Neon or Lithium would coincide
with the grid system, therefore, rather than ask the residents to change their address to Lithium
Street N.W., the City is proposing to adopt an ordinance to officially change the name of Lithium
Street N.W. on the recorded plat to Neon Street N.W.

ADJOURNMENT

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adjourn the public
hearing.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and
DeLuca. Voting No: None.

The public hearing adjourned at 7:40 p.m.

Respectfully submitted,

Sylvia Frolik
Secretary

David Hartley
City Administrator

Public

Hearing/July 24,

1990
