CITY OF RAMSEY POLICIES, PROCEDURES AND FOR PARK FACILITIES FEES The City of Ramsey has provided many park facilities for all City residents to enjoy. these facilities is administered as fairly and equitably as possible. the use of The City encourages all City residents, civic groups, organizations, businesses, industry, churches, and schools (public or private) to make application for permits at the Parks Department. Permits will be granted based on availability and facility condition. It is the City's policy that the long range care and maintenance of all park facilities takes precedence over any single event. Also, the City is committed to provide clean, safe and fun parks for every resident to enjoy. Permits will be granted, denied, or revoked at the discretion of the Park Department. The following policies, procedures and fees have been developed to assist those who reserve and/or use the City's park facilities as follows: THE PERMIT APPLICANT CLASSIFICATION: A. Resident (one of the following) 1. Valid I.D., such as a drivers license, will be sufficient or other proof of residency for 30 days or more. A civic group, organization, business, industry, church, or school with its physical facilities located WITHIN THE CITY LIMITS. A representative of a youth organization, community school, or church, wherein at least 50 percent of the participants are Ramsey residents, or which has provided significant benefit and service to and for the City. Non-Resident 1. Any person, civic group, organization, business, industry, church, or school not residing or having physical facilities location within the City limits of Ramsey. In cases where it is not clear whether a group or organization merits a residential status, the parks coordinator or City Administrator shall make the initial determination. Proof of non-profit status and/or additional information may be requested to assist in this determination. II. YOUTH ATHLETIC ASSOCIATION: A. Free use of baseball, softball, football, soccer, and hockey facilities will be given to Youth Athletic Associations dealing with Ramsey youth. Lighting will be provided only after these groups have made maximum use of daylight hours. Facilities will be provided to Youth Athletic Associations based on the percentage of Ramsey children participating in the program. At the conclusion of each sport season, each association shall compile and provide to the Park Department a detailed analysis of the number of teams, games played, practices held and youth involved in their association so that determination can be made as to the percentage of facilities to be allocated the following year. Groups that do not provide registration information will not be given permits. III.
