City Attorney Bill Goodrich stated that the proposed ordinance to amend platting time frames is included in the agenda for the Council's review. Motion by Councilmember DeLuca and seconded by Councilmember Cich to 'adopt Ordinance 24 amending platting time frames. Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cich, Pearson and Peterson. Voting No: None. Case $9: Adopt Ordinance Establishing Site Plan Time Frames City Attorney Goodrich stated that City Council introduced an ordinance to require developers to sign site plan development permits within 120 days of site plan approval. He stated that signing the permit does not obligate the developer in any and site plan approvals could extend years before the actual construction is initiated. He commented that the proposed development could be in non- conformance by the time it is developed. Therefore, Staff has amended the proposed ordinance to require developers to complete the construction improvements within 12 months of site plan approval. Provisions were also placed in the ordinance for extensions to the 12 month time frame. The amendment language was reviewed and Councilmember DeLuca questioned the phrase "applicable performance conditions" stating that he felt it should be more specific and suggested the use of the word zoning instead of applicable. Morion by Councilmember Peterson and seconded by Councitmember DeLuca to adopt Ordinance ,,m)0~25 establishing time frames for site plans. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson, DeLuca, Cich and Pearson. Voting No: None. MAYOR AND COUNCIL INPUT Councilmember DeLuca suggested that the cases for the Decem~r 26th Council meetint be kept to a rain/real amount so the time can be used to wrap up all 1990 projects.
