are concerned about the in,eased traffic onto I71st that would result from Bison Street N.W. being constructed with cul-de-sacs. Mr. Dusbabek stated that the residents on Bison Street N.W. and residents of Dellwood Hills would drive to 171st Avenue N.W. to head south. Randy Kaiser stated that he disagrees and that residents would use Counw Road #63 to head south. Mr. Dusbabek stated that when Dellwood Hills was being developed, he broughl the concerns of Golden Eagle Estates to the attention of City Council. At that time the residents of Golden Eagle Estates were appeased that development in that ama would include through streets. Mr. Dusbabek stated that he is not opposed to development but he is opposed to development that will place additional traffic through Golden Eagle Estates and impact the safety of the children in that area. The increased traffic in Golden Eagle Estates would also affect the values of homes in that area. Mr. Dusbabek stated that everybody should carry an equitable amount of traffic through their respective neighborhoods. He 'also stated that he followed the CiB"s minutes which indicated that Bison Street N.W. would be constructed as a through street because of the policy on cul-de-sac links, then a snap decision was made because the residents on Bison Street N.W. did not want their quality of life upset and as a result, the quality of life for the residents of Golden Eagle Estates is now affected. Mr. Dusbabek submitted a petition to the City Council opposing the construction of Bison Street N.W. as a cul-de-sac because the residents of Golden Eagle Estates do not want their neighborhood used as a connecting link to the south. Mr. Raatikka confirmed that on the north end, Bison Street N.W. is shifted incorrectly to the east approximately 33'. Mr. Shallbetter stated that if Bison Street N.W. was constructed as a through street, then the traffic impact would be on the neighborhood south of Trott Brook Ridge and in essence, Golden Eagle Estates would be passing the buck to that neighborhood. He also stated that $5,400.00 per unit is a lot of money to pay for a paved street and inquired if the residents of Golden Eagle Estates are willing to share in the cost of improving that street as a through street. Mr. Dusbabek stated that the residents of Golden Eagle Estates paid for their paved streets and sealcoating. He stated that the residents of Golden Eagle Estates are also not passing the buck to neighborhoods to the south; that Golden Eagle Estates already maintains a lot of traffic within its o~m neighborhood. .Mr. Shallbetter also stated that when Bison Street N.W. was fn-st proposed, not all of the affected property o,amers were notified and when he questioned this, he was told that only property o,amers vdthin so many feet of a proposed improvement have to be notified. He also stated that that policy should be changed. He noted that if Bison Street N.W. were to be constructed as a cut-de-sac, the teng'th would be 600' and that is no longer than the cul-de-sac on 171st. 5~~. Shallbetter stated that former Community Development Director Mark Banwart, had indicated to him that the deveiop~ of Dellwood i~I_ilis paid S 10,000.00 cash in order to get that cul-de-sac.
