have time to petition for or against the project. Following the 60 day waiting period, plans would <br />be orderexl in November and approved in February, 1991. The bids would be received and the <br />project awarded in March, 1991 with completion of construction scheduled for June. The <br />assessment hearings would be held in July, 1991 and the first payments would be due with <br />property taxes in 1992. Residents would have the opportunity to pay off the assessment without <br />interest within 30 days of the assessment hearings. <br /> <br />CITIZEN INPUT <br /> <br />Anch'ies Hillebregt, 16926 Bison Street N.W. - inquired as to why the cost estimate for the projects <br />has increased since the cost estimate quoted earlier this summer. <br /> <br />Mr. Raafikka noted that there has been an increase in oil prices and since the project would not be <br />bid until the spring of 1991, it is anticipated that those oil price increases will be in effect then as <br />well. <br /> <br />Randy Kaiser, 16967 Bison Street N.W. - stated that even if the road were not improved, it is in <br />need of Class V which the City would have to provide and the amount of Class V needed should <br />be used as a credit towards the Class V proposed to be used in this project. <br /> <br />I <br />I <br />I <br />I <br /> <br />2 <br /> <br />Mayor Reimann noted that even if the road were upgraded to Class V, the residents would be <br />assessed for those improvements also. <br /> <br />Randy Kaiser stated that if the City had been maintaining the road regularly with Class V it would <br />not cost the residents so much at this time. He also noted that other cities don't charge residents <br />for maintenance of streets. <br /> <br />John Anderlie, 16917 Bison Street N.W. - stated that the cost estimates at this time are so far out <br />of line from the initial cost estimates given at previous meetings. Mr. Anderlie stated that the <br />residents wanted the road improved but it is to the point now where the3, can't afford to improve <br />the road. <br /> <br />Mayor Reimann noted that oil prices have risen but they are an uncertainty. " <br /> <br />Mr. Raatikka also noted that restoration has been added to this project amounting to approximately <br />three to four hundred dollars per unit. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br /> <br />Mr. Hillebre~ noted that another change to the proposed project is the addition of curbs which will <br />require creation of drainage ditches and acquiring drainage easements. <br /> <br />Dean Helgeson stated that he is developing Trott Brook Ridge and that his original plan included a <br />cul-de-sac from Yolite Street N.W. and that was immediately rejected because the CiD: wanted the <br />development to happen with a through street. That through street was also rejected, so Trott Brook <br />ended up being developed with a cul-de-sac and has subsequently contracted for the blacktopping. <br />Mr. Helgeson stated that he has followed the directions and the requirements of the City and now <br />the City. is considering revising the plans for the area after he has provided for a cul-de-sac..~. <br />Helgeson stated that he believes a cul-de-sac enhances the safety of the neighborhood and the <br />value of propero.' because cul-de-sacs do not facilitate speeding traffic. ~ir.
