Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson, Cich, DeLuca and Pearson. Voting No: None. Case #5: Bituminous Surfacing of Bison Street N.W. Improvement Project #90-24 City Engineer Steve Jankowski stated that on July 24, 1990, the Ramsey Ci~ Council scheduled a new public hearing for the proposed improvement project for Bison Street N.W. This public hearing was held to receive the concerns of the residents living in the Bison Street N.W. area. These concerns were primarily directed to whether or not the City should improve Bison Street N.W. as a cul-de-sac or a through street extending south to the Tron Brook Ridge Estates Addition. He stated that the required 60 day waiting period had lapsed and that the City did not receive a petition from the affected property owners for or against the project. He stated it was up to the City Council whether or not they want to proceed with the project making it a through street, or a cul-de-sac, or table or deny the proposed project for a period of one year. Mayor Reimann stated that past practices have been to not proceed with the improvements without a petition from interested parties. Andries Hillebregt, 16926 Bison Street N.W., Ramsey - stated that there was no petition submitted due to the fact that the affected parties are rebelling against the excessive cost of the road. The affected residents are not against the improvement, they just cannot afford the big debt. He stated they would like to discuss other options. Mayor Reimann stated a meeting could be scheduled with the homeowners and the City. Engineer to discuss options and get things worked out. Mr. Jankowski and Mr. Hillebregt stated they were a~eeable to that suggestion. Motion by Councilmember Peterson and seconded by Councilmember Cich to table this case until Council hears from the City Engineer. Further discussion: Councilmember Peterson stated that if Mr. Jankowski would like a representative from the Road and Bridge Committee present, he should contact Councilmember Pearson or himself. Councilmember Pearson asked if the affected homeowners could see about doing their own road. Mr. Harfley answered that the road is the Cin"s property, however, if the improvements are made in accordance with Cin, standards, the property owners can hire their own contractor to do the improvements. Motion carried. Voting Yes: Mayor Reimann. Counciimembers Peterson, Cich, DeLuca and Pearson. Voting No: None. Case #6: Consider Introduction of Ordinances Extending Preliminary Plat, Final Plat and Site Plan Agreement Time Limitations City Artomey, Bfl! Goo&rich stated he had been dire:ted by CiD, Council to prepare two ordinances for the pm'pose of extending the preiiminary plat and fina~ plat and site plan development corm-act time limitations.
