Voting Yes: Mayor Reimann, Councilmembers Peterson, Cich, DeLuca and <br />Pearson. Voting No: None. <br /> <br />Case #5: Bituminous Surfacing of Bison Street N.W. Improvement Project <br /> #90-24 <br /> <br />City Engineer Steve Jankowski stated that on July 24, 1990, the Ramsey Ci~ Council scheduled a <br />new public hearing for the proposed improvement project for Bison Street N.W. This public <br />hearing was held to receive the concerns of the residents living in the Bison Street N.W. area. <br />These concerns were primarily directed to whether or not the City should improve Bison Street <br />N.W. as a cul-de-sac or a through street extending south to the Tron Brook Ridge Estates <br />Addition. He stated that the required 60 day waiting period had lapsed and that the City did not <br />receive a petition from the affected property owners for or against the project. He stated it was up <br />to the City Council whether or not they want to proceed with the project making it a through street, <br />or a cul-de-sac, or table or deny the proposed project for a period of one year. <br /> <br />Mayor Reimann stated that past practices have been to not proceed with the improvements without <br />a petition from interested parties. <br /> <br />Andries Hillebregt, 16926 Bison Street N.W., Ramsey - stated that there was no petition submitted <br />due to the fact that the affected parties are rebelling against the excessive cost of the road. The <br />affected residents are not against the improvement, they just cannot afford the big debt. He stated <br />they would like to discuss other options. <br /> <br />Mayor Reimann stated a meeting could be scheduled with the homeowners and the City. Engineer <br />to discuss options and get things worked out. <br /> <br />Mr. Jankowski and Mr. Hillebregt stated they were a~eeable to that suggestion. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to table this case until <br />Council hears from the City Engineer. <br /> <br />Further discussion: Councilmember Peterson stated that if Mr. Jankowski would like a <br />representative from the Road and Bridge Committee present, he should contact Councilmember <br />Pearson or himself. Councilmember Pearson asked if the affected homeowners could see about <br />doing their own road. Mr. Harfley answered that the road is the Cin"s property, however, if the <br />improvements are made in accordance with Cin, standards, the property owners can hire their own <br />contractor to do the improvements. <br /> <br />Motion carried. Voting Yes: Mayor Reimann. Counciimembers Peterson, Cich, DeLuca and <br />Pearson. Voting No: None. <br /> <br />Case #6: Consider Introduction of Ordinances Extending Preliminary Plat, <br /> Final Plat and Site Plan Agreement Time Limitations <br /> <br />City Artomey, Bfl! Goo&rich stated he had been dire:ted by CiD, Council to prepare two ordinances <br />for the pm'pose of extending the preiiminary plat and fina~ plat and site plan development corm-act <br />time limitations.
