<br />Councilmember DeLuca stated it is the concern of the Council to provide for the health,, safety and
<br />welfare of itt communiw, h does have an impact because of an increase in sexual Crimes and child
<br />abduction and he feels {hat the Council is working along the right lines to provide for Ramsey's
<br />residents.

<br />Mayor Reimann commented that the Attorney General's report did a good job of incorporating
<br />studies from other cities.
<br />
<br />Councilmember Cich stated that his feelings regarding adult use establishments is that it leads to
<br />the degradation of municipalities.
<br />
<br />Attorney Goodrich proceeded to read and review the Conclusions. Conclusions #] through #3
<br />remain unchanged. Conclusion #4 was read and it was noted that churches had been omitted.

<br />Zoning Administrator Frolik stated that it was her understanding that churches should be protected
<br />as far as what is allowed to operate next to them, however, churches are free to locate where ever
<br />they want to or feel the need to.
<br />
<br />It was decided that Conclusion #4 should read "Adult uses should be located in areas of the City
<br />which are not in close proximity to parks, schools, child care facilities, churches and residential
<br />neighborhoods.
<br />
<br />Conclusion #5 contained a typo, the word "not" was inadvertently omitted. It should read
<br />"Regardless of whether or not ... It was agreed that Conclusions #6 and #7 remain unchanged.
<br />Conclusions #8 and #9 remain the same except when it reads entertainment uses it should be
<br />changed to adult uses. Conclusion #10 should be changed to include the word churches and also
<br />insert adult use for entertainment use. There was discussion regarding the measurement of 1,000
<br />feet as opposed to 750' Attorney Goodrich stated it was presented to Planning and Zoning as 750'
<br />and they suggested 1,000'. Discussion also took place regarding the percentage of total area a Git3.'
<br />has to allow for adult use establishments. Conclusion #11 should read "Based upon the reports of
<br />other cities, the A.G.'s Report, the September 20th Planning Report prepared by Northwest
<br />Associated Consultants, Inc., and this City's two public hearings .... "Conclusion #12 should be
<br />added and reads as follows: "It is not the intent of this Council to further regulate the location of
<br />churches or church related organizations".
