Mr. Hartley stated that if you know someone who may be interested in serving on the Commission, you send in that name to Chief District Court Judge. He added that the name does not have to come from the City Council. Councilmember Peterson stated he knows two individuals who would be willing to serve on the Commission. They are Fred Streeter and Dennis Donovan. Mayor Reimann stated he would like to submit Richard Netzloft's name. Motion by Councilmemi:m- Peterson and seconded by Councilmember Pearson to submit the three individuals as candidates to fill expired terms on the Charter Commission. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson, Pearson, Cich and DeLuca. Voting No: None Further discussion: Mayor Reimann stated he would like to see a Charter Commission Appointrnentg case on the next Council Agenda. Case #9: Precinct Liaison Meeting City Administrator David Harfley stated that the City of Ramsey Charter requires that precinct liaisons hold meetings during the year with taxpayers. In order to allow time for the publication of such meetings in the Ramsey Resident, it is suggested that such precinct meetings be held within the last week of November or the fn:st week of December. In years past, the turnout to these meetings has been sparse so he suggested that all precincts be held at a common time and a common place. Motion by Councilmember Cich and seconded by Councilmember Peterson to hold the precinct meeting on November 27, 1990 at 7:00 p.m., at the Ramsey Municipal Center. Motion carded. Voting Yes: Mayor Reimann, Councilmembers Cich, Peterson, DeLuca and Pearson. Voting No: None. Case #10: Adopt Ordinance Amending Chapter 9 of the City Code Regarding Adult Uses City Attorney Bill Goodrich handed out copies of the revised proposed Findings of Fact. He proceeded to read and review each of the Findings of Fact with the City Council. He explained that findings #1 and #2 identify the standards and goals in the City's Zoning Ordinance. Mr. Goodrich continued with Findings #3. Councitmember DeLuca expressed his feelings that more of the same language from Minnesota Statutes §617.291 should be included. It should read as follows: As expressed in Minnesota Statutes, §617.291, it is the declared policy of this state to prevent commercial exposure of minors to sexually provocative ~vitten, photographic printed, sound or published materials, and of plays, dances, or other exhibitions presented before an audience, that are deemed harmful to to minors. Mr. Goodrich proceeded with Findings #4. The only changes there were to correct typos. Findings # 5 through #21 rema/ned unchanged. Mr. Goodrich asked City Council if everyone had a chance to read and review the Attorney General's Report, the City of Phoenix Report, the Indianapolis Study, the CiD, of Rochester Study, the report prepared by the planner hired for this project, and if everyone was present on May 29, October 10th, and April 24~.
