The City of Ramsey will require the issuance of a conditional use
permit prior to the development of the compost facility. This
process involves making a submittal and presentation to the City
Planning and Zoning Committee. The Planning and Zoning Committee
will develop permit conditions and make a recommendation to the

City Council regarding the issuance of a permit. The City Council
will then accept, reverse or modify the recommendation of the
Planning and Zoning Committee making a final determination on the
project.

Approval of the compost facility from Anoka County by the County
Board will also be required. Prior to County Board action the
composting project must be presented to several different
committees starting with the Environmental Services Committee. At
the committee level concerns regarding the project will be
addressed and license conditions will be determined. Following
review of the project by various committees a recommendation to the
County Board will be developed. The County Board will then act on
the recommendation by accepting, reversing or modifying it.

The Minnesota Pollution Control Agency (MPCA) through the solid
waste rules requires only a notification regarding the operation
of a yard waste compost facility. The information requested with
the notification includes location, design capacity, contact
person, type of waste to be accepted and product distribution.
Permitting of yard waste compost sites is not currently required
by the MPCA.

2.7 Markets

Both commercial and private customers will be allowed to pick up
the finished compost at the site for a nominal charge. The
remaining compost will be used as a mulch and a topsoil conditioner
on the adjacent landfill buffer areas and for the landfill cover.
As a result, it is not expected that a surplus of composted
material will be stored on site. If more compost is produced than
can be used at the Anoka Landfill site then area farmers will be
contacted to take the surplus.

7
