2.5 Equipment

To provide for a well run composting project several different
types of equipment will be required. W~I intends to either rent,
lease or purchase the necessary equipment. Below is a list of
equipment that WMMI will have available for compost facility
operation. Some of this equipment is currently owned by W~fMI and
is located at the Anoka Landfill.

2 - Front End Loaders
1 - Debagger
1 - Wood Chipper
1 - Water Truck

2.6 Land Use / Permitting

The compost facility site is located on vacant land that currently
serves as buffer area for operations at the Anoka Landfill. This
land has previously provided borrow soils for use at the landfill.
Because of the borrow activities that have occurred much of the
land has been reworked and graded, little additional site grading
is anticipated.

The land proposed for the composting facility is part of the buffer
area for a potential future landfill site, Site P. Site P has been
selected as a candidate site for a new landfill to serve Anoka
County as approved by the Metropolitan Council. Since the compost
facility will require only earth moving activities, ie. berming,
grading and road construction WMMI believes that this facility will
not impact further development of the site for landfilling. If
this site is ultimately selected as a future landfill site WMMI
anticipates that the compost facility will be able to remain in the
buffer area of the new landfill. Because of the potential for this
site to become a future landfill, development restrictions have
been placed on this parcel of land that preclude land use
activities unless approved by the local governmental authorities
and the Metropolitan Council.

Lifting or modification of the development limitations by the
Metropolitan Council will be required before the compost facility
can be opened. Before development limitations can be considered
by the Metropolitan Council approval of the project from the City
of Ramsey and Anoka County is required.

6
