Banwart <br />Community Development Director <br />City of Ramsey <br />15153 Nowthen Boulevard MW <br />Ramsey, Mn. 55303 <br /> <br />Re: Concept Plan Amendments <br /> Northfork PUD <br /> <br />Dear Mr. Banwart: <br /> <br /> This letter is written to you to supplement North Fork's app}ication for <br />certain Amendments to its-Concept Plan for the Northfork PUD. Under separate cover <br />certain maps and reductions of same have been forwarded to you. <br /> <br /> The need for the Amendments is created by the finalization of negotiations <br />for the layout and installation of an upscate golf course for the Northfork PUD. <br />As you are aware the concept of a golf course has been included in all previous <br />layouts reviewed by the City and was a part of the overall development plan approved <br />in the Environmental Impact Statement in 1986. <br /> <br /> In addition North Fork is requesting modification of certain existing PUD <br />guidelimes regarding lot size, front footage and. density. These modifications <br />appear to be consistent with requirements imposed on certain other unsewered PUDs <br />approved in 1989. The modifications would also help North Fork defray, at least in <br />part, its unexpectedly large financial contribution needed to ensure a quality golf <br />course. The modifications would also avoid the need for extensive easements. <br /> <br /> North Fork has entered into a contract with Great Scot, Inc., for the <br />development of a golf course in the Northfork PUD. Great Scot will build, own and <br />operate the course which will consist of 21 holes (a regulation 18 hole course as <br />well as a three hole course for beginners and/or players with time limitations). <br />There will be a state of the art clubhouse; driving, chipping and putting greens <br />and other amenities. The course will be open to the public. Assuming that permitting <br />can be obtained, grading and course construction would commence by June and seeding <br />of the course would occur in August. The clubhouse would be completed by the end of <br />the year and the course opened by earl'y summer of 1991. <br /> <br /> The location of the golf course and the resulting modification of the lot <br />layout give rise to numerous matters of discussion and review. While these matters <br />are are largely interconnected we have taken the"l?iberty to make some arbitrary <br />separations for ease of discussion.
