The areas affected by the proposed Amendments are <br />located generally west of Andrie Street or south of 153rd Avenue. No specific <br />alterations are requested for that portion of the PUD lying east of Andrie Street <br />and north of 153rd Avenue. If any revisions are necessary or expedient for that area <br />they will be proposed for review at a future time. <br /> <br /> Access to State Aid Road (153rd Avenue). As proposed the revised layout <br />would add three additional accesses onto 153rd Avenue. 153rd Avenue is a part of <br />the State Aid Road System and as such is subject to limited access requirements. <br />These additional accesses have been previously discussed with Mr. Pete Raatikka of <br />Hakanson-Andersen, the consulting engineers for the City. The first access is <br />located on the eastern edge of the PUD where North Fork has added an additional <br />cul-de-sac. These cul-de-sacs are more than 800 feet apart. The second additional <br />access is for the parking lot located northwest of the intersection of Andrie Street <br />and 153rd Avenue. North Fork would prefer the access to come off of 153rd Avenue <br />rather than Andrie Street so as to minimize interference with the existing and planned <br />residential development. The City has a 24 foot boulevard easement on the north side <br />of 153rd Avenue and if screening of the parking lot occurred on North Fork property <br />there would be adequate visibility for ingress to and egress from the parking lot. <br />The third access would be from the maintenance building located on the western edge <br />of the PUD. This access is more than 200 feet from the railroad crossing and would <br />only be used periodically by authorized personnel. The location of the maintenance <br />facilities in this area minimizes any adverse impact on the residential development <br />and the golf course layout. <br /> <br /> Overpass. Great Scot is exploring the possibility of constructing an overpass <br />across 153rd Avenue as indicated on the submitted maps. The overpass would be used <br />for pedestrian and golf cart traffic only. Maintenance equipment would cross 153rd <br />Avenue at ground level.. Construction would be in accordance with MnDot specifications <br />and since no State of Federal funding would be involved our understanding is that <br />no special permitted would be required beyond City approval.. The City Engineer has <br />already generally approved the location of the overpass. Since the boulevards are <br />24 feet on either side of the road North Fork would request that embankments for <br />the overpass be allowed to intrude to some degree on the boulevards. There would <br />still be adequate room for sidewalks or other amenities in the boulevard areas. The <br />addition of the overpass would alleviate some traffic across 153rd Avenue; allow <br />for elevated tees on the first and tenth holes; and would serve as a landmark and <br />identification point for the course. <br /> <br /> Clubhouse and Parking Area. The size of the proposed clubhouse will be between <br />4000 - 5000 square feet on the main level with additional footage on the walkout level. <br />Clubhouse plans will allow for future expansion, Plans are presently under review <br />and if available will be presented at the Concept Hearing. It is understood that the <br />clubhouse, parking area and adjoining buildings and amenities will besubject to site <br />plan review in accordance with City Code° The parking area has been designed to meet <br />City specifications and will be blacktopped and curbed. <br /> <br /> Internal Streets. As proposed the golf course would cross internal roads at <br />three different places as indicated on the submitted maps. To lessen the impact of <br />those crossings; to maximize the aesthetics of the course and to eliminate unnecessary <br />traffic North Fork would request a revised road specification for the internal roads. <br />North Fork would like to create a "country lane'' effect such as used in certain other <br /> <br />%O <br /> <br /> <br />
