Page 2 <br />February 27, 1990 <br /> <br />Golf Course <br /> <br />The proposed golf course includes 18 holes for regulation play, <br />three practice holes, clubhouse, driving range, and chipping and <br />putting greens. The developer has revised his layout to require <br />the crossing of 153rd Avenue N.W. only at one location. This <br />crossing would be at the clubhouse and the developer is reviewing <br />the feasibility of constructing an overpass for the pedestrian and <br />golf cart traffic. <br /> <br />In reviewing the· golf course layout, we would recommend that <br />berming with plantings be placed between hole number one and 153rd <br />Avenue to minimize the number of stray balls crossing 153rd Avenue. <br />Berming and plantings should also be placed behind the number nine <br />green. The developer is proposing the elimination of easements for <br />the golf course by reducing the lot sizes. We would agree with the <br />concept provided all lots are an acre in size and the golf course <br />provide easements to the homeowners for the construction of <br />drainfields if ever needed. This was the policy for the approval <br />of the Rum River Hills PUD. <br /> <br />Details of the proposed clubhouse and parking lot will be reviewed <br />during the site plan approval process. <br /> <br />Streets <br /> <br />The developer is requesting a narrowed street section (24 feet in <br />lieu of the standard 31 feet) to create a country lane effect. We <br />have discussed this proposal with the Public Works Superintendent, <br />Merle Mevissen, and he recommends it be constructed at least 30 <br />feet wide to facilitate snow plowing. <br /> <br />In review of the street layout, the cul-de-sac in the southeast <br />corner of the PUD and the proposed cul-de-sac between golf holes <br />14 and 15 exceed the maximum length allowed by City Code. Based <br />on the number of lots served by these cul-de-sacs, we would <br />recommend variances be granted for the cul-de-sac lengths. <br /> <br />The proposed layout will require five lots to access directly unto <br />Jarvis Street. Jarvis Street has been designated as a collector <br />street on the City's Thoroughfare Plan. City Code restricts access <br />to collector streets. We would recommend that Lots 5 and 6 be <br />realigned to face the proposed residential street and variances be <br />granted for two driveways to be shared by Lots 1-4 along Jarvis <br />Street. <br /> <br /> <br />
