10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />110.077 <br /> 1. <br /> <br />The City Council shall designate and properly post <br />those areas in public lands and parks where horses <br />may be ridden. <br /> <br />No person may ride or drive a horse in any public <br />park, beach, golf course or other public property <br />except within the right-of-way of public streets and <br />highways and areas duly designated by the City as <br />a trail or hitching area. <br /> <br />Persons riding a horse or driving a horse-drawn <br />vehicle upon a public road way shall be subject to <br />those provisions of the City Code and State Law <br />applicable to the driver of motor vehicles, except <br />those provisions which by their nature have no <br />application. <br /> <br />Horses shall not be ridden or driven in any manner <br />which would cause undue damage to any hard-surfaced <br />road. <br /> <br />No person shall ride or drive a horse upon private <br />property without the prior written permission of the <br />owner or occupant thereof. <br /> <br />No person shall interfere with any horse ridden or <br />kept in a lawful manner, and owners of domestic <br />animals shall restrain their animal so as to not <br />interfere. <br /> <br />HORSE CARE COMMISSION <br /> <br />The City Council hereby authorizes the establishment <br />of a Horse Care Commission to assist the City Clerk <br />in receiving complaints from those persons aggrieved <br />by horses, to investigate complaints, to advise <br />horse owners against whom complaints have been <br />lodged and to recommend to the City Council <br />appropriate action. <br /> <br />The City Council shall appoint five (5) persons to <br />the Horse Care Commission, including when possible <br />a representative of the largest horse-oriented <br />association or club within the City and any other <br />person who the City Council feels is qualified to <br />serve. Two (2) members shall serve a three (3) year <br />term, two (2) members shall serve a two (2) year <br />term, and (1) member shall serve a one (1) year <br />term. Any member is eligible for reappointment at <br />the end of his/her term. At least four fifths (4/5) <br />of the Horse Care Commission shall be residents of <br />the City of Ramsey. <br /> <br />5 <br /> <br /> <br />
