The Horse Care Commission shall be a Commission of <br />the City and as such shall be required to keep <br />minutes of its meetings and comply with the open <br />meeting laws of the State of Minnesota. The Horse <br />Care Commission shall be advisory only to the City <br />Council and the Commission is not empowered with any <br />independent authority to take final action on any <br />of the duties assigned to it herein. <br /> <br />SECTION 2. PENALTY. <br /> <br /> Any person convicted of a violation of any of the provisions <br />of this ordinance shall be punished by a fine of not more than <br />seven hundred ($700) dollars or by imprisonment for a period of not <br />more than ninety (90) days, or both. Each day a violation is <br />permitted to exist, shall constitute a separate offense. <br /> <br /> Any violation of this Ordinance may be enjoined by the City <br />Council through proper legal channels. <br /> <br />SECTION 3.
