Case gl0 <br /> <br /> REVIEW MODIFIED DEVELOPMENT PROGRAM - DEVELOPMENT <br />DISTRICT #1 AND TAX INCREMENT PLAN: TAX INCREMENT FINANCING <br /> DISTRICT #5 <br /> By: David R. Hartley, City Administrator and <br /> Mark S. Banwart, Community Development Director <br /> <br />Background: <br /> <br />Over the past 2 years the City of Ramsey has received requests for tax increment financing <br />assistance from the developers of Windemere Woods and Cedar Hills Additions. Request for TIF <br />is being received for Chestnut Hills Addition. There have been numerous delays in the <br />implementation of these subdivisions due to a variety of reasons, including: <br /> <br />2. <br />3. <br />4. <br />5. <br /> <br />Need for rezoning. <br />U.S. Army Corp of Engineers permit for No Net Loss Mitigation for a park area. <br />Inclusion into the MUSA boundary. <br />Need for an Environmental Assessment Worksheet <br />Access to the Northwest and Southwest from the plats. <br /> <br />Currently, the City is proceeding with designing an MSA road from Sunfish Lake Blvd. to <br />Nowthen Blvd. generally running along the alignment of Sunfish Lake Drive (a private road) and <br />turning East along the Northerly tier of Quarter Section lines in Section 26. A proposed plat <br />(Cedar Acres) has been received, which will address access to the Southwest. All of he needed <br />items have been addressed and resolved, except for the actual implementation of a water/sewer <br />trunk line extension. <br /> <br />Recent indication of legislative changes, to become effective April 30, 1990 would exclude the use <br />of tax increment financing for trunk line extensions of sewer and water for residential <br />development. Due to this impending change in legislation, Ramsey City Council on March 27, <br />1990 authorized the City Administrator to make preparations for the establishment of a Tax <br />Increment Financing District #5, Modification of Development District #1 and Modification of Tax <br />Increment Financing District #2 and to set a public heating date of Friday, April 27, 1990 at 5:00 <br />p.m. as a preliminary date for a public hearing on the proposed TIF proposals and Tuesday, April <br />24, 1990 at 7:30 p.m. as an alternative date if waiver of notice is received from the School District <br />and Anoka County. It appears that such a waiver will be granted and the April 24th meeting date <br />will be used as the public hearing time.
