Page 2
Dece~lber 12, 1989

In review of the Anoka County Soils Survey, the soils on the
plat consist of Zimmerman sand, Nymore sand, Anoka sand, Dalbo
silt loam, Dickman sandy loam, Brickton silt loam, Isan sandy
loam, Marsh and Alluvial land which frequently floods. The
first five soils listed are Class I soils suitable for on-
site wastewater disposal systems. However, several of the
lots near the wetland may be deficient in Class I soils.

Ail but borings B-1 (6.3' to mottled soils) and B-6 indicate
mottled soils within 6' of the surface. Thus, modification
with fill will be required and additional borings are needed
to determine suitability for on-site systems, particularly on
lots near the wetland. A minimum of 27,225 square feet of
contiguous Class I soils must be contained within each lot.
Since the wetland is state protected, any proposed filling of
the wetland will need to be reviewed by DNR.

The City should consider the criteria and objectives listed
in Ordinance 170.016K in processing the rezoning to a PUD.

City Code requires a minimum of 20% of public or private
recreation and open space. At the proposed density, a minimum
10% public park dedication and/or cash in lieu of is required.
The total open space proposed is approximately 24% inclusive
of road right-of-way. Road ROW's cannot be included in the
count. The preliminary plan indicates less than 10%
dedication of land for public park (5.7%).

Land to be dedicated as public park should be clearly
indicated as such. The Parks Commission will be reviewing the
PUD at their December 14 meeting. In all likelihood, they
will recommend additional land on the south side of Trott
Brook. This should not significantly impact the lots in
Block 4.

In review of requirements for preliminary plans, the following
items were not provided:

Location of all proposed buildings.
Location of driveways.
Front, side and rear yard setbacks.
Landscape plan.
Grading and drainage plan which shows proposed contours.
Soil borings which show the presence of suitable Class I
soils.
Profiles of all existing streets within 100 feet of the
plat.
Existing zoning classifications in and abutting the PUD.
