New acreage requirements <br />Site plan requirements <br /> <br />Mr. Banwart suggested that a site plan fee be added. The Planning and Zoning Commission made <br />a motion to accept the proposed changes and for Mr. Terry Hendriksen to present the Proposed <br />Horse Ordinance with the modifications. <br /> <br />On June 13, 1989, the Ramsey City Council was given a presentation by Terry Hendriksen, <br />Ramsey Planning & Zoning Commissioner regarding the most recent version of the proposed <br />horse ordinance based on past discussions with the City Council. There was some discussion <br />regarding whether or not the role of the Horseman's Committee should be advisory or <br />enforcement. The Council directed City Attorney Goodrich to rework the Horsemaffs Committee <br />section and present the ordinance to City Council for introduction. <br /> <br />On August 22, 1989, the Ramsey City Council introduced the Horse Ordinance. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends adoption of the proposed Ramsey City Ordinance #90- : HORSES. Staff <br />has modified the proposed ordinance since its introduction to include a Conditional Use Permit <br />(CUP) for those properties less than three (3) acres. This is consistent with the purpose of a CUP. <br />In addition, a simple sketch of the site with location of an accessory building(s) and type of fence <br />would be required of all horse operations.
