<br />quoted as saying the areas most affected will be the outer ring suburbs. He showed a chart of the <br />Met Council population growth and Ramsey's actual growth. He stated in 2007 Ramsey had <br />7,629 housing units, according to the Met Council, and they estimated 10,900 by 2010. <br />However, in order to meet those projections, Ramsey would have to add more housing units in <br />next three years than ever added in Ramsey. <br /> <br />Planning Commissioner Brauer suggested the notion of relying on Met Council's tables, is like <br />being in a careening car and trying to hit a moving target. He does not see a process that is <br />compatible with what Ramsey3 envisioned, having the citizens decide where development will <br />go and not the consultants or staff. He stated someone made a comment that the Ramsey3 <br />process is not compatible with most of the Met Council processes. However, Dan Marckel, a <br />Ramsey3 consultant, said the Ramset process was quite compatible with the Met Council's <br />process and the McKnight Foundation and Met Council are very interested in seeing what <br />Ramsey will come up with that is an innovation solution to problems being faced. <br /> <br />Planning Commissioner Cleveland asked how this process will proceed. <br /> <br />Councilmember Elvig stated he is on the Met Council's Land Advisory Use Board and there has <br />been a lot of discussion about the Ramset process so, perhaps, it may be helpful to have them <br />guide the process. He stated Ramsey has a "strong ear" at the Met Council and it may be <br />favorable to do something new and innovative if Ramsey can prove the process is true. <br /> <br />Planning Commissioner Brauer stated there is a land use planning process called a charette. He <br />suggested it could be used for the land use map and involve citizens in a way that respects their <br />opinions and would not be difficult to do. Planning Commissioner Brauer noted there may be <br />concern about the amount of time available but if charettes are started in a timely fashion, he felt <br />the time line could be met. <br /> <br />Councilmember Strommen stated she likes that suggestion because it is a parallel process to what <br />was done by Ramsey3 in creating the vision and values, a consensus building process. She asked <br />whether the same thing can be done with land use scenarios so Ramsey can learn what is the <br />visual extension of the vision and values statements. Councilmember Strommen stated that <br />charettes may be that parallel process. She expressed concern that if just maps are displayed, it <br />will put Ramsey back to where it started and not moving forward. <br /> <br />Mr. Bilotta stated his comment about the Met Council versus the Ramsey3 process was not a <br />negative comment towards Ramset but towards the Met Council. He stated that Ramsey3 is <br />very innovative and more needs to be done like that process. Mr. Bilotta explained he was <br />saying that in St. Paul, a lot of times they are tied to tables where Ramsey3 is more interesting <br />and innovative. He explained they can work on different processes like charettes. The goal of <br />the drawings is to generate feedback, and that can be both positive or negative, but is . a way of <br />showing what the numbers mean and how areas could layout. <br /> <br />Councilmember Strommen stated if the City is looking for feedback, what kind of feedback is it <br />looking for.
