Councilmember Look stated he is not saying Ramsey. will hit 8,800 or some other number
because it is market driven. Also, if the City is striving to hit density numbers, a way to achieve
that number is townhomes. But, residents don't like the number oftownhomes the City currently
has or the looks of them. In addition, the Met Council doesn't care if high-end townhomes are
built to meet the numbers, they just want those number met. Councilmember Look stated
residents feel that in the past Ramsey has favored townhomes and fear they may do that again in
the future.

Mr. Bilotta stated consultants want the Plan to be Ramsey's Plan and if this is not it and they
need to look at other things or other processes, then that is what they will do.

Councilmember Jeffrey stated if the Plan never hits the number then maybe it is not realistic. He
stated he is not one to spend time building a Plan that is not realistic. He stated Ramsey may
need to challenge the numbers and then justify why it should be a different number.
Councilmember Jeffrey stated that an achievable Plan shouldbe developed.

City Administrator Ulrich stated the issues that need to be worked on are: current projections,
need to modify projections, determining a more realistic number of community capacity, how to
accomplish that number, how to bring the information to the community through a charette
process, how to involve the public to a greater level, and to develop a new Plan based on those
items.

MAYOR, COUNCIL AND STAFF INPUT

None

ADJOURNMENT

The Work Session of the City Council was adjourned at 6:59 p.m.

Respectfully submitted,

k-.
