July 18, 1989
Page Two

10.

11.

In review of the required preliminary plat data by the City
Code, the following items were not provided:

a. Soils data
b. Easements were not show~
c. Profiles of proposed streets.
d. Name and address of the owner and subdivider of the land.
e. Boundary line survey including measured distances
and angles
f. Location and width of existing streets including type of
surfacing

The plat is proposed to be served by city sewer and water.
The developers of Cedar Hills, Windemere Woods and Chestnut
Hills have requested tax-increment financing to help extend
sewer and water to these subdivisions. Final plans for sewer
and water will have to be prepared by the developer if the
subdivider elects to construct the improvements. If the
developer requests City participation in the project, he
should petition the City for the improvements.

The proposed street to the west must be connected to Sunfish
Lake Drive and Sunfish Lake Boulevard. Sunfish Lake Drive is
currently a private road. However, it is intended to be
constructed as a municipal state aid street.

In review of the drainage to the plat, a majority of the plat
will drain into the Ramsey Terrace Pond through the plat of
Chestnut Hills. This lake outlets into the Rum River through
storm sewers in Flintwood Hills Second Addition and River's
Bend Plaza. The remaining portion of the plat will drain into
the Magnesium Street Pond. The E.A.W. stated that the
drainage area flowing into the Magnesium Street Pond will be
reduced by 11 acres following development.

It is our understanding that the three plats; Cedar Hills,
Chestnut Hills and Windemere Woods will provide a common park
and trail system. The final plan of the park should be
reviewed and approved by the Park Commission.

An Environmental Assessment Worksheet (EAW) was completed and
the city Council passed a resolution concluding that the
proposed Cedar Hills development did not have the potential
for significant environmental effects on April 25, 1989. The
EAW did state that the final approval of the plat was
contingent on expansion of the MUSA boundary by Metropolitan
Council and construction of a street outlet to Sunfish Lake
Boulevard south of Hunter's Hill. On July 13, 1989,
Metropolitan Council approved the MUSA expansion. However,
