Page 2 <br />May 29, 1990 <br /> <br />10. <br /> <br />The plat is proposed to be served by city sewer and water. <br />The developers of Cedar Hills, Windemere Woods and Chestnut <br />Hills have requested tax-increment financing to help extend <br />sewer and water to these subdivisions. A public hearing on <br />the trunk sanitary sewer and watermain was held May 22, 1990. <br />The developer has also requested the City to install streets, <br />storm sewer and lateral sanitary sewer and watermain. A <br />public hearing for these improvements is scheduled for <br />June 12, 1990. <br /> <br />In review of the drainage to the plat, the plat will drain <br />into Magnesium and created pond areas. This lake ultimately <br />is planned to outlet into the Rum River through storm sewers. <br /> <br />The three plats - Cedar Hills, Chestnut Hills and Windemere <br />Woods will provide a common park and trail system. The final <br />plan of the park should be reviewed and approved by the Park <br />Commission. <br /> <br />Sheet 2 indicates that the trail from Sodium to the park would <br />end in a wetland. The wetland will need to be configured or <br />the developer would need to bridge the water along with his <br />trail development. Alternatively, the trail ROW should be <br />located between Lots 10 and 11, Block 7. <br /> <br />The developer is responsible for grading of the park area to <br />create useability and developable park land. A grading plan <br />of the area is required to be submitted at preliminary plat <br />approval. No plan has yet been submitted. Actual park <br />development beyond grading at this point is expected to be <br />requested under Tax Increment Financing. <br /> <br />An Environmental Assessment Worksheet (EAW) was completed and <br />the City Council passed a resolution concluding that the <br />proposed Cedar Hills development did not have the potential <br />for significant environmental effects on April 25, 1989. The <br />EAW did state that the final approval of the plat was <br />contingent on expansion of the MUSA boundary by Metropolitan <br />Council and construction of a street outlet to Sunfish Lake <br />Boulevard south of Hunter's Hill. On July 13, 1989, <br />Metropolitan Council approved the MUSA expansion. Plans for <br />the street outlet to Sunfish Lake Boulevard were submitted but <br />have since been withdrawn in favor of an extension of Sodium <br />to 116 rather than Sunfish Lake Blvd. We view this as a <br />preferred traffic route. <br /> <br /> <br />
