Mr. Goodrich noted that for the heating on May 29, 1990, it is important that Council <br />review again the materials they have been provided with; there will be a Planner at the <br />hearing and from those sources he will go to work and make recommendations to the City <br />from which a final ordinance will be adopted and put in place. <br /> <br />Mayor Reimann inquired as to how the proposed amendments to the moratorium <br />ordinances will affect the exiting adult bookstore. <br /> <br />Mr. Hartley stated that the affect on the existing bookstore will have to be discussed with <br />the judge; there is a hearing scheduled with the judge on June 1, 1990. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to adopt <br />Ordinance No. 90-9, an ordinance pertaining to the location of adult entertainment uses <br />and amending Ordinance No. 90-7, which Ordinance no. 90-7 is an ordinance placing a <br />moratorium on the siting of adult bookstores as defined herein within any zoning district of <br />the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and <br />Peterson. Voting No: None. Absent: Councilmember Cich. <br /> <br />Councilmember DeLuca requested that in the future, versions of ordinances be dated. <br /> <br />City Council recessed at 9:05 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 9:18 p.m. <br /> <br />Case #2: Curbside Recycling: <br /> <br />Project Manager Jim Gromberg was present and stated that since the Council meeting of <br />May 8, the City has. received a letter from Anoka County explaining what is required of <br />cities w/th respect to the SCORE Bill. That letter indicates that cities are required to provide <br />at least monthly curbside pick-up service for 4 materials. Based on that, City Staff is <br />proposing two types of programs; one would consist of the current haulers providing the <br />service and the other would consist of the City awarding a contract to one hauler to provide <br />the service for the entire City. Mr. Gromberg requested direction from City Council <br />regarding which type of program to begin to develop plans for. <br /> <br />The Council proceeded to discuss the pros and cons of the two types of programs. It was <br />noted that without instituting an ordinance requiring all properties to have commercial <br />garbage service, offering the curbside service through individual haulers will not achieve <br />city-wide coverage.
