Case #5: <br /> <br />Resolution Ordering Plans And Specifications For <br />Improvement Project g90-14 (Trunk Sanitary Sewer And <br />Watermain For Cedar Hills, Cedar Acres, Chestnut Hills, <br />Windemere Woods, Wood Pond Hills and Fleischer's Second <br />Addition): <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt <br />Resolution g90-05-153 ordering plans and specifications for Improvement Project g90-14. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and <br />Peterson. Voting No: None. Absent: CouncilmemberCich. <br /> <br />Case #6: <br /> <br />Request For Preliminary Plat (Concept) Approval For The <br />Amended Northfork P.U.D. (5th Addition) (West Of Andrie <br />Street N.W. And South Of 153rd Avenue N.W.); Case Of <br />North For, Inc.: <br /> <br />Mr. Dennis Peck, Project Manager of Northfork P.U.D., was present and introduced those <br />persons proposing to develop the golf course and clubhouse in Northfork 5th Addition. <br />They were R.J. Smiley, Jim Manthis, Joel Goldstrand. <br /> <br />Mr. Peck noted that the preliminary plat presented to City Council has been updated since it <br />was presented to the Planning and Zoning Commission per the recommendations of the <br />City Engineer. The proposed plat consists of 430 acres with the golf course being platted <br />as 5 lots totalling 190 acres; the remaining 210 acres is platted into lots, roads, trails and the <br />Northfork lake. In the interest of good planning, there is no need for golf course <br />easements across private lots except for those lots adjacent to Lake Itasca which are <br />required to have a minimum of 80,000 square feet. The plat is proposed to have 120 lots <br />with an average lot size of 1.75 acres; none of the lots are less than one acre in size. There <br />are two cul-de-sacs which will require variances to length. The plat complies with the <br />comprehensive park plan for Northfork P.U.D. <br /> <br />Mr. Peck requested and Council was agreeable to naming the streets in the plat after <br />Scottish golfers. <br /> <br />Mr. Peck stated that the Planning and Zoning Commission denied but he is asking City <br />Council to consider approving the plat with street pavement widths of 24 feet providing no <br />parking is allowed on the streets. The reason for the request is to lessen the impact of <br />streets on the golf course, to facilitate slower vehicle speeds and promote a country lane <br />effect throughout the neighborhood. <br /> <br />Mr. Raatikka stated that the 24 feet width presents problems for the snowplowing <br />operations. <br /> <br />Councilmember DeLuca referred to Item #6 of the City Engineer's report dated May 16, <br />1990 and inquired as to what assurances there are that golf course property will be available <br />for use as drainfields in the future if the need ever arose. <br /> <br />Mr. Goodrich stated that the development agreement would reflect Item #6 of the City <br />Engineer's report and the development agreement will be recorded at the County. <br /> <br />City Council/May 22, 1990 <br />Page 17 of 27 <br /> <br /> <br />
