The collector street as proposed crosses over park land <br />and exits onto Trunk Highway 10 from park property. <br /> <br />We have been negotiating with Schwartzmans for an exchange of these <br />park properties for outlots A and B in the proposed subdivision. <br />The County Board of Commissioners requested the Legislature pass <br />a special bill allowing for this exchange and it was approved by <br />the Legislature. <br /> <br />Our attorney and I met with Bo B. Chapman, who was representing <br />Schwartzmans, in July of 1990; and as of this writing have had no <br />response from B. B. Chapman in this matter. We feel an agreement <br />for the exchange of these properties would be necessary prior to <br />approval of the proposed subdivision as submitted. Our intent is <br />to contact Schwartzmans in the near future and present a plan for <br />this exchange. <br /> <br />We understand that the City of Ramsey is in favor of developing a <br />frontage road as a collector street, and is planning to continue <br />northwesterly through and past the county park to join Riverdale <br />Road N.W. at Armstrong Blvd. However, our concerns are that these <br />park lands would be acquired by private businesses and that the <br />service road, that is of no value to Anoka County Parks Department, <br />would be built and paid for by others. <br /> <br />(cont'd.) <br /> <br /> <br />
