Terry Miller - Stated that it is requested that the conditional use permit term for composting coincide with the operating permit at the landfill, similar to the tire shredding operation. At that time, Waste Management would re-evaluate the need for a yard waste composting site in the area. Terry Miller noted that if necessary, Waste Management will purchase a windrow machine. At this point, Waste Management does not know the amount of volume that will be brought to the site but wants to be able to supply enough disposal area for Anoka Count),. Reports from the Anoka County Task Force indicate that the annual amount of yard waste is approximately 22,000 tons. John Heinen - Stated that there is a compost site about 1/4 mile from his office and there is an odor. Stated that he is aware that there is a need for yard waste sites and that he does not have a problem with the compost facility being approved as long as it closes at the same time ever), other operation at the Anoka landfill site closes. The citizens, city staff and commissions of Ramsey have been very cooperative with the landfill and the fire shredding operation, but enough is enough. Thomas Williams - 5180 157th Lane N.W. - Inquired as to the number of years of capacity remaining at the landfill at the current fill rates. Ten3, Miller - Replied that the rate of material coming in to the landfill is at a slower pace than anticipated when vertical expansion was approved but Waste Management made a commitment to the City of Ramsey and it's residents that the site would be closed in 5 years. Waste Management has different percentages that must be heeded throughout the course of the conditional use permit for vertical expansion and the facility is still on line to close in 5 years. Steve Kollodge - Stated that if the current fill rates at the landfill were to continue, there would be enough capacity for 6.3 years. Thomas Williams - Stated that the people want the landfill closed before Site P is sited and the people want no activity in the buffer area of Site P. A qualified legal opinion should be sought from the Attorney General's office, versus some planner's opinion at Metro Council, as to whether or not a compost facility in the Site P buffer area constitutes development activity. Thomas also stated that he feels the personnel debagging at the compost site will not be able to screen all the material and it w/Il result in leachate problems contaminating the ~oundwater plume, which is already contaminated. Those existing contamination are not being remedied and the City is considering giving Waste Management an opportunity to start new problems. Ramsey has considered incinerators, landfill expansions and airports; possibly the City should consider buying all the homes and turning the land over for these 'kinds of uses. The citizens want the land back as clean as the), can have it, considering what has been done to it. John Heinen - Stated that he brought some debris to the landfill a couple of weeks ago and was impressed by the fact that he was monitored very closely while unloading. During that visit he was also impressed by the fact that someone else's battery and paint were screened from being placed in the landfill.
