Terry Miller - Stated that it is requested that the conditional use permit term for composting <br />coincide with the operating permit at the landfill, similar to the tire shredding operation. At <br />that time, Waste Management would re-evaluate the need for a yard waste composting site <br />in the area. Terry Miller noted that if necessary, Waste Management will purchase a <br />windrow machine. At this point, Waste Management does not know the amount of volume <br />that will be brought to the site but wants to be able to supply enough disposal area for <br />Anoka Count),. Reports from the Anoka County Task Force indicate that the annual <br />amount of yard waste is approximately 22,000 tons. <br /> <br />John Heinen - Stated that there is a compost site about 1/4 mile from his office and there is <br />an odor. Stated that he is aware that there is a need for yard waste sites and that he does <br />not have a problem with the compost facility being approved as long as it closes at the same <br />time ever), other operation at the Anoka landfill site closes. The citizens, city staff and <br />commissions of Ramsey have been very cooperative with the landfill and the fire shredding <br />operation, but enough is enough. <br /> <br />Thomas Williams - 5180 157th Lane N.W. - Inquired as to the number of years of capacity <br />remaining at the landfill at the current fill rates. <br /> <br />Ten3, Miller - Replied that the rate of material coming in to the landfill is at a slower pace <br />than anticipated when vertical expansion was approved but Waste Management made a <br />commitment to the City of Ramsey and it's residents that the site would be closed in 5 <br />years. Waste Management has different percentages that must be heeded throughout the <br />course of the conditional use permit for vertical expansion and the facility is still on line to <br />close in 5 years. <br /> <br />Steve Kollodge - Stated that if the current fill rates at the landfill were to continue, there <br />would be enough capacity for 6.3 years. <br /> <br />Thomas Williams - Stated that the people want the landfill closed before Site P is sited and <br />the people want no activity in the buffer area of Site P. A qualified legal opinion should be <br />sought from the Attorney General's office, versus some planner's opinion at Metro <br />Council, as to whether or not a compost facility in the Site P buffer area constitutes <br />development activity. Thomas also stated that he feels the personnel debagging at the <br />compost site will not be able to screen all the material and it w/Il result in leachate problems <br />contaminating the ~oundwater plume, which is already contaminated. Those existing <br />contamination are not being remedied and the City is considering giving Waste <br />Management an opportunity to start new problems. Ramsey has considered incinerators, <br />landfill expansions and airports; possibly the City should consider buying all the homes <br />and turning the land over for these 'kinds of uses. The citizens want the land back as clean <br />as the), can have it, considering what has been done to it. <br /> <br />John Heinen - Stated that he brought some debris to the landfill a couple of weeks ago and <br />was impressed by the fact that he was monitored very closely while unloading. During that <br />visit he was also impressed by the fact that someone else's battery and paint were screened <br />from being placed in the landfill.
