John Lucia - 14341 Uranium Street N.W. - Stated that the City has been very <br />understanding and patient with Waste Management and Waste Management has been very <br />patient with the City but now he is furious. John stated that he is sick and tired of having <br />to come to City Hall because of garbage issues. <br /> <br />Todd Hunt - 6337 143rd Lane N.W. - Stated that he moved to Ramsey two years ago and <br />through his education over the past two years, he has to question his understanding of <br />government; he thought government was for the people. Todd stated that he doesn't get <br />paid a dime to attend City meetings but yet he has to continually attend to remind the City <br />he has a right to clean water and air and no rats. Todd recalled his comments to the City <br />when the tire shredding operation was being considered; those comments indicated that <br />when he went skiing on the landfill he would have two sides to choose from -- one side <br />would land him on Site P and the other side would land him in a bunch of tires. Todd <br />stated that now there would be a third side to choose which would land him in a pile of <br />manure. Todd stated that the City should either buy out all the residents or respect the fact <br />that the City zoned this area for residential use. Todd inquired if anybody can clearly state <br />when the landfill will be gone. <br /> <br />Terry Miller - Stated that there is enough volume at the landfill for 6.2 years but there are <br />only 4.5.years remaining in Waste Management's commitment relating to vertical <br />expansion. <br /> <br />Chairman Zimmerman reminded the public that this hearing is intended to deal with the <br />issue of composting, not the life of the existing landfill. <br /> <br />Todd Hunt - Again inquired as to when the landfill will be gone with no more options for <br />extensions. <br /> <br />Chairman Zimmerman stated that the City does not have that much control; Metro Council <br />has a terrific amount of control over the lives of the citizens. <br /> <br />John Heinen - Asked Terry Miller if Waste Management would be satisfied with a 4.5 year <br />term on the compost facility. <br /> <br />Terry Miller - Replied that Waste Management would be satisfied with a 4.5 year term on <br />the compost facility. <br /> <br />John Lucia - Stated that it appears to him that the buffer area of Site P will be used to <br />generate compost to cover the existing landfill and when that landfill closes, Site P will be <br />opened. <br /> <br />Ten9, Miller - Stated that Site P will not be Waste Management's charge; if Site P becomes <br />a reality, iT will be Anoka County's doing. Waste Management has always said that if Site <br />P is selected and developed as a sanitary or new generation landfill, Waste Management <br />will try to operate the facility but it will be Anoka County and the State of Minnesota that <br />m~e the selection of the site. <br /> <br />John Heinen - Inquired if Waste Management can generate a sufficient amount of funds <br />from the composting facility to provide and pay for sewer and water improvements to the <br />neighboring residents. <br /> <br />Planning & Zoning Commission Public Hearing/February 6, 1990 <br /> Page 5 of 7 <br /> <br /> <br />
