Voting No: None. <br /> <br />Motion by Commissioner Thorud and seconded by Commissioner Terry to amend Item #22 of the <br />proposed conditional use permit to indicate that weekly monitoring will be accomplished April 1 <br />through October 31 and that monitoring will be used to assure moisture, oxygen, temperature and <br />Ph that are at levels that will facilitate optimum decomposition and minimize odors. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Deemer that item #17 of the <br />proposed conditional use permit limit the capacity of the compost facility to receiving no more than <br />23,200 tons annually and that this figure would not be inclusive of all materials in various stages. <br /> <br />Further discussion. Commissioner Hendriksen inquired if the intent of this motion is to place no <br />limit on the amount of end-product that can be on the site. Mr. Miller replied that when the yard <br />waste is fully decomposed, it is topsoil and has value. <br /> <br />Motion carded. Voting No: Commissioner Hendriksen. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Terry to amend Item #25 of the <br />proposed conditional use permit to indicate that if the odor problem is not resolved within 48 <br />hours, compost facility operations will cease until WMMI provides a plan for the odor problem to <br />not recur or be controlled. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, La_Due and Terry. Voting No: Commissioner Thorud. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to add an additional <br />requirement to the conditional use permit indicating that the residents of Ramsey can avail <br />themselves of the finished yard waste product for non-commercial use at no fee. <br /> <br />Further discussion. Mr. Miller stated that he was agreeable to providing Ramsey residents with <br />yard waste end-product at no fee provided the' residents be restricted to picking up that material on <br />Saturdays so that the co-mingling of commercial hauling trucks with private, passenger vehicles is <br />eliminated. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council approve Waste Management of Minnesota, Inc.'s request for a conditional,use permit as <br />modified to establish a yard waste compost facility. <br /> <br />Motion carried.
