CITY COUNCIL <br /> PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, August 28, t990 at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota regarding Improvement <br />Project #90-24 (Bison Street N.W.). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Harttey <br />City Attorney William Goodrich <br />City Engineer Steven Jankowski <br />Peter Raatikka, Hakanson Anderson Associates, Inc. <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:08 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka stated that Improvement Project #90-24 concerns Bison Street N.W. This project <br />was f'rrst initiated about one year ago from 171st Avenue N.W. to County Road #63. Hearings <br />were held and the project was ordered and plans prepared. The City was then petitioned for <br />improvements to the south end of Bison Street N.W. and the original Bison Street project was held <br />back so that both projects could be constructed at the same time. <br /> <br />On July 24, I990, residents complained that they were opposed to the north portion of Bison <br />Street N.W. being improved and did not realize that they had to submit a petition to cease the <br />project. At that time, Ci5~ Council made a decision to cease both the north and south Bison Street <br />N.W. projects and initiate the improvement process all over again with Bison Street N.W. being <br />proposed as one improvement project. <br /> <br />Mr. Raatikka stated that it is proposed to construct Bison Street N.W. as a suburban residential <br />street with two inches of blacktop and four inches of Class V. Bison Street N.W. would also be <br />realigned to its correct position. In addition to grading and paving it is proposed to re-seed the <br />boulevards and purchase easements for drainage. Mr. Raatikka stated that two alternatives are <br />proposed; one to construct Bison Street N.W. as a through street connecting to Trott Brook Ridge <br />and the other to construct Bison Street N.W. with a cul-de-sac 300' short of the boundary of Trott <br />Brook Ridge and a cul-de-sac in Trott Brook Ridge. The estimated cost to conswact Bison Street <br />N.W. as a through street is $79,100.00. The estimated cost to construct Bison Street N.W. with <br />cul-de-sacs is $73,150.00. As a through street, there would be 14.5 units assessed with an <br />estimated per unit cost of $5,455.17. This would be amortized over 10 years at an interest rate of <br />9% for an annual per unit cost of $849.92. The number of units to be assessed with constructing <br />Bison Street N.W. as a cul-de-sac is 13.5 units for an estimated per unit cost of $5,418.52 and an <br />annual per unit cost of $844.20 amortized over 10 years at 9% interest.
