are concerned about the increased traffic onto 171st that would result from Bison Street N.W. <br />being constructed with cul-de-sacs. Mr. Dusbabek stated that the residents on Bison Street N.W. <br />and residents of Dellwood Hills would drive to 171st Avenue N.W. to head south. <br /> <br />Randy Kaiser stated that he disagrees and that residents would use County Road //63 to head <br />south. <br /> <br />Mr. Dusbabek stated that when Dellwood Hills was being developed, he brought the concerns of <br />Golden Eagle Estates to the attention of City Council. At that time the residents of Golden Eagle <br />Estates were appeased that development in that area would include through streets. Mr. Dusbabek <br />stated that he is not opposed to development but he is opposed to development that will place <br />additional traffic through Golden Eagle Estates and impact the safety of the children in that area. <br />The increased traffic in Golden Eagle Estates would also affect the values of homes in that area. <br />Mr. Dusbabek stated that everybody should carry an equitable amount of traffic through their <br />respective neighborhoods. He also stated that he followed the City's minutes which indicated that <br />Bison Street N.W. would be constructed as a through street because of the policy on cul-de-sac <br />links, then a snap decision was made because the residents on Bison Street N.W. did not want <br />their quality of life upset and as a result, the quality of life for the residents of Golden Eagle Estates <br />is now affected. Mr. Dusbabek submitted a petition to the City Council opposing the construction <br />of Bison Street N.W. as a cul-de-sac because the residents of Golden Eagle Estates do not want <br />their neighborhood used as a connecting link to the south. <br /> <br />A1 Shallbetter, 17060 Bison Street N.W. - referred to previous comments that alignment of Bison <br />Street N.W. is off by 33'. <br /> <br />Mr. Raatikka confirmed that on the north end, Bison Street N.W. is shifted incorrectly to the east <br />approximately 33'. <br /> <br />Mr. Shallbetter stated that if Bison Street N.W. was constructed as a through street, then the traffic <br />impact would be on the neighborhood south of Trott Brook Ridge and in essence, Golden Eagle <br />Estates would be passing the buck to that neighborhood. He also stated that $5,400.00 per unit is <br />a lot of money to pay for a paved street and inquired if the residents of Golden Eagle Estates are <br />willing to share in the cost of improving that street as a through street. <br /> <br />Mr. Dusbabek stated that the residents of Golden Eagle Estates paid for their paved streets and <br />sealcoating. He stated that the residents of Golden Eagle Estates are also not passing the buck to <br />neighborhoods to the south; that Golden Eagle Estates already maintains a lot of traffic within its <br />own neighborhood. <br /> <br />Mr. Shallbetter also stated that when Bison Street N.W. was first proposed, not all of the affected <br />property owners were notified and when he questioned this, he was told that only property owners <br />within so many feet of a proposed improvement have to be notified. He also stated that that policy <br />should be changed. He noted that if Bison Street N.W. were to be constructed as a cul-de-sac, the <br />length would be 600' and that is no longer than the cul-de-sac on 171st. Mr. Shallbetter stated <br />that former Community Development Director Mark Banwart, had indicated to him that the <br />developer of Dellwood Hills paid $10,000.00 cash in order to get that cul-de-sac. <br /> <br />Mayor Reimann referred to Mr. Shallbetter's comments regarding notification of road <br />improvements and stated that the original petition for improvements affected Trott Brook Ridge <br />only and therefore only the owners of that property were notified of the hearing.
