Mayor Reimann indicated that the cost of easements are included in the improvement costs. <br /> <br />At Shallbener inquired as to how assessments against Green Acres property are handled. <br /> <br />Mr. Raatikka stated that assessments against Green Acres property is deferred. That cost is carried <br />by the City until the land is taken off of Green Acres classification. <br /> <br />A1 Shallbetter noted that because of overgrowth of brush, the intersection at Bison Street N.W. and <br />County Road #63 is dangerous. <br /> <br />Kay Lakings, 16940 Zeolite Street N.W. - stated that she is a resident of Golden Eagle Estates, has <br />small children, and is encouraging the City to construct Bison Street N.W. as a through street. <br /> <br />Mr. Hillebregt stated that when he purchased land at the end of Bison Street N.W., he knew it was <br />a private easement and it would be a cul-de-sac. When the residents in Golden Eagle Estates <br />purchased their property, they knew Zeolite Street N.W. would be a through street. If those <br />residents did not want through traffic, they should have chosen a different location to build their <br />homes. He also stated that he believes most people will go to 173rd and that traffic will lessen in <br />Golden Eagle Estates when Bison Street N.W. is improved. If Bison Street N.W. is constructed <br />as a through street, the residents of Golden Eagle Estates should share in that cost. <br /> <br />Dean Helgeson stated that he believes if Bison Street N.W. is constructed as a cul-de-sac, people <br />will go to 173rd to get out of the area. <br /> <br />Mr. Dusbabek stated that people do not use 173rd and if they did, he would not be concerned with <br />the traffic issue. <br /> <br />Mr. Shallbetter noted that the only reason traffic doesn't use 173rd now is because of the road <br />conditions. If Bison Street N.W. were improved, the traffic would use 173rd. <br /> <br />Mr. Hillebregt noted that if Bison Street N.W. is constructed as a through street, it will run very <br />close to his front door. <br /> <br />John Anderlie inquired as to the estimated cost for drainage easements. <br /> <br />Mr. Raatikka replied that easements are estimated at $5,000.00. <br /> <br />Mr. Dusbabek inquired as to the difference in the per unit cost if Bison Street N.W. was <br />constructed as a cul-de-sac versus a through street. <br /> <br />Mr. Raatikka replied that the annual per unit cost for Bison Street N.W. as a through street is <br />$849.00 and the annual per unit cost for Bison Street N.W. as a cul-de-sac is $844.00. <br /> <br />Randy Kaiser stated that he wants to pay for a project that he wants not a project that somebody <br />else wants. He also stated that if Bison Street N.W. is constructed as a through street, it will end <br />up to be a one-quarter mile race track and he has children for which he is concerned too. <br /> <br />Mr. Harfley stated that following tonight's public hearing, there is a 60 day waiting period. <br />Following that 60 day waiting period, Council can consider the project. During that 60 day <br />waiting period, those residents opposed to the project and those residents in favor of the project <br />can submit a petition stating so. If City Council orders the project, Mr. Hartley stated that it is his <br />recommendation that the assessment hearings be held in January, 1990.
