Ramsey to fill it up. Once it is filled up, we will be told that more landfill capacity is needed and
Ramsey would be a likely candidate for an additional landfill because of past action to attract more
volume. Mr. Hartley stated that Council is giving him two signals and he's not sure which
direction he should be following.

Mayor Reimann stated that the reduction in tipping fee is an attempt to fill this site by 1993.

Mr. Hartley noted that Waste Management will be there as long as the market provides the capacity
for them. Mr. Hartley stated that if Ramsey's action forces the Elk River site to close and the
capacity at the Ramsey site is used up, the only alternative for Metro Council is to place another
landfill in the northern Metro Area and the best place would be close to the RDF plant. The closest
Anoka County site to the RDF plant is the Site "P" in Ramsey.

Mr. Otter noted that if the City goes ahead with plans to improve the airport, then the selection of
Site "P" is not a consideration.

Councilmember Pearson was reluctant to take action that would promote selection of Site "P".

Mr. Otter noted that the proposal for a reduction in tipping fee is for a short term, eleven months.

Motion by Councilmember Cich and seconded by Councilmember Peterson to direct City Staff to
draft an ordinance for Council consideration at their next regular meeting to reduce the tipping fee
to $1.33 per ton and to reflect that the reduction in tipping fee will not apply unless the average
daily balance of incoming fill over a 30-day period at the landfill is 185 tons.

Motion carried. Voting Yes: Mayor Reimann, councilmember Cich, Peterson, DeLuca and
Pearson. Voting No: None.

Case -//'5:

Receive Bids for Street Improvement Project #89-4, 153rd Avenue
N.W.

Mr. Raatikka stated that the City received bids for the 153rd Avenue N.W. project on .August 22,
1990 and the low bidder was Dresel Contracting.

Motion by Councilmember Cich and seconded by Councilmember Pearson to adopt Resolution
g00-08-285 Accepting Bids for Street Improvement Project #89-4 and Awarding a Contract to
Dresel Contracting, Inc. for Such Improvements.

Further Discussion: Mr. Raatikka stated that this project will be paid for through state aid funds
and based on allocations through next year, City Staff is proposing that the City bond for
approximately $500,000.00 for state aid projects.

Motion carded. Voting Yes: Mayor Reimann, Councilmembers Cich, Pearson, DeLuca and
Peterson. Voting No: None.

Mr. Raatikka stated that DNR is requesting that the City purchase five acres of land on Waste
Management's property to mitigate wetlands consumed in the 153rd Avenue N.W. project. Waste
Management has agreed to sell the land at $1,000.00 per acre.

Councilmember DeLuca suggested that City Staff approach Waste Management for a donation of
the land.

City Council/August 28, 1990
