City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 <br /> <br />· (612) 427-1410 <br /> <br />May 9,1990 <br /> <br />Mr. Daniel Karst <br />Danny's Aluminum Processing <br />14050 Basalt Street N.W. <br />Ramsey, Mn 55303 <br /> <br />Complaints of smoke generation at Danny's Aluminum Processing <br />34-32-25-12-0004 <br /> <br />Dear Mr. Karst: <br /> <br />On Thursday, April 26, 1990, Jackie Duneen from PCA contacted Steve Lutmer, <br />Ramsey's Community Development Inspector. Jackie indicated to Steve that she <br />had received a complaint from a Ramsey citizen regarding excessive amounts of <br />black smoke being generated at your aluminum processing facility. Following that <br />conversation, Steve inspected your premises on that same day and found that the <br />baghouse was disconnected. <br /> <br />I would like to take this opportunity to remind you that the conditional use permit <br />issued for an aluminum processing facility states that all operations must be <br />conducted so as to minimize smoke or other nuisance concerns. The permit also <br />states that equipment shall be periodically inspected and maintained to minimize <br />noise, odors, etc. It would appear that if the baghouse had been operational on <br />April 26, you would not have been in violation of your conditional use permit and <br />the complaint could have been avoided. <br /> <br />In reviewing your file, it appears that most of the complaint incidents were <br />precipitated by excessive generation of smoke and odor from your facility. If these <br />incidents are the result of a malfunctioning baghouse, then I would urge you to <br />resolve the problem as soon as possible. <br /> <br />May I also take this opportunity to remind you that the conditional use permit issued <br />for an aluminum processing facility requires that emission monitoring be conducted <br />at least once a year and that the permit holder shall make a complete report available <br />to the City within 30 days of completion of testing.
