MEMORANDUM

DATE: May 17, 1990

PIN 34-32-25-12-0004
Danny's Aluminum Processing CUP

FROM:

Planning Assistant Sylvia Frolik

RE: Reports of disconnect baghouse

CC:

Community Development Director Mark Banwart
Community Development Inspector Steve Lutmer

On the afternoon of May 17, 1990, I received a telephone call from Dan Karst of Danny's
Aluminum Processing. He called in response to my letter dated May 9, 1990 in which I informed
him that on April 26, 1990, Steve Lutmer was following up on a complaint and reported that it
appeared the baghouse at Danny's Aluminum Processing was disconnected. Mr. Karst indicated
that the baghouse is not a piece of equipment that can be disconnected at will; to do so requires
about 8 hours of labor and a crane. Mr. Karst explained that the occasional blasts of smoke are the
result of heat sensors opening valves to prevent fzre in the baghouse.

In my letter of May 9, I also reminded Mr. Karst that according to the conditional use permit, he is
required to provide the City with monitoring reports at least once a year. Mr. Karst has hired an
independent firm to do the report and it should be completed within 30 days. At my suggestion,
Mr. Karst is going to arrange a meeting and plant tour with representatives of that reporting f'zrm,
himself, his plant supervisor and Steve Lutmer. I indicated that in order for Mr. Lutmer to be able
to respond to any complaints we might receive in the future, it would be beneficial for him to be
familiar with the facility, the functions of the equipment and outward signs to watch for that would
indicate malfunctioning equipment.

Mr. Karst ended the conversation noting that he wants to work with the City and that he wants to
remain and expand his business in Ramsey.
