(Permit Holder) petitions the <br />City of Ramsey to amend the following sections of its Conditional Use <br />Permit (CUP) that was issued on April 25, 1989: <br /> <br />Section 6. Furnace Emissions and Monitoring <br /> <br />Section 25. Furnace <br /> <br />EXISTING PERMIT CONDITIONS <br /> <br /> Section 6 states that the furnace emissions shall comply with the <br />State and Federal regulations and that they may be modified from time <br />to time during the period of this CUP.. The Permit Holder received <br />notification on August 10, 1990, that their facility is exempt from <br />requiring an air emission permit from the Minnesota Pollution Control <br />Agency (MPCA). This exemption was based on the conclusion that the <br />potential to emit each one of the criteria pollutants from the <br />facility is less than 25 tons per year. Therefore, the extensive <br />monitoring program outlined in the CUP is not realistic for an exempt <br />facility that is complying with MPCA regulations.(Another section in <br />the petition will discuss this subject in more detail). <br /> <br /> The present CUP authorizes the operation of one melt furnace. <br />This furnace is a Shaffer Aluminum Furnace, Model 2500, that recovers <br />an average of 400 lbs per hour of aluminum. Four propane burners <br />supply heat to the system. The furnace flue gases are directed to a <br />W.W.
