The cost of such testing and reports shall be borne by the Permit Holder. OUTLINE OF REVISED MONITORING PROGRAM Sample Type Parameter Frequency* Stack Emissions Particulates, opacity, VOC's Annually (3 samples minimum per event) Feed Material RCRA Characteristics (EP Toxic) Annually Ash Material RCRA Characteristics (EP Toxic) Annually (3 samples minimum per event) *Assumes no significant change in wastes to be incinerated. The City and the Permit Holder may mutually agree to revise the monitoring program from time to time. Such revisions shall be authorized in accordance with Condition 35 herein. Emergency Emissions Testing ~f, in the opinion of the City Administrator or his authorized representative, it is determined to conduct .pollution tests during an officially reported incident, the City.may contra~t With an independent testing, laboratory who shall be permitte~ access to the facility to conduct tests as may be prescribe~ kY the City and to evalute conditions of the facility. The cost of such evaluation testing and reports shall be borne by the permit holder and payment for such costs will be due within 30 days of the invoice date. Corrective Actions The City. may order the permit holder to undertake corrective actions within specific timeframes based on test results or evalutions to remedy pollution problems or nuisance com- plaints. If the permit holder fails to take corrective action within specified time frames, it may be determined by the City Council to be a violation of the CUP and cause for permit revocation. Dissassembly of Engines, Transmissions, Other Feedstock. Dissassembly of engines, tranmissions and other feedstock shall not be permitted on the Site under this Conditional Use Permit.
