Surface and ground waters originating outside <br />and passing through or adjacent to the Site and runoff water <br />discharged from the Site shall, at its point of departure from <br />the Site, meet all applicable federal and state water quality <br />standards as they exist from time to time during the period <br />of this CUP. The operator shall perform any water treatment <br />necessary to comply with applicable state and federal water <br />quality standards as they exist from time to time during the <br />period of this CUP. Grading and drainage plans shall be <br />submitted to and approved by the City Engineer. Berming shall <br />be installed as necessary to control run-off. <br /> <br />Screening. The Permit Holder agrees to screen the aluminum <br />processing and recycling facility from any public street. The <br />Permit Holder shall submit a screening and landscape plan to <br />the City for approval prior to commencing processing or <br />recycling operations. Such screening shall be achieved using <br />grading, landscape elements, and/or plant materials which will <br />achieve up to 90% opacity. Supplemental screening of the Site <br />may be ordered by the City to comply with the then current <br />screening requirements for outside storage on industrial <br />property. Storage of either processed or unprocessed waste <br />above the height of the lowest screening elements is prohibit- <br />ed. <br /> <br />Off-Street Parking. Off-street parking shall be provided such <br />that there is at least one parking space for each employee on <br />the maximum working shift plus three spaces for visitor <br />parking. <br /> <br />Surfacing of Work Areas. Ail storage areas, parking areas and <br />driveway areas shall be surfaced with bituminous or concrete. <br /> <br />Building Permits. No construction or remodeling of any <br />structures shall commence prior to the issuance of a building <br />permit by the City Building official and site plan approval <br />by the City Council. <br /> <br />Scope and Conduct of Operations. The operations permitted by <br />this CUP may be performed on the Subject Property in confor- <br />mance with existing statutory and regulatory authority and <br />requirements of the City, Anoka County, Minnesota ("County"), <br />and the Minnesota Pollution Control Agency ("MPCA"). <br /> <br />Furnaces. This permit shall be issued allowing for the use <br />of two melt furnaces as described by the applicant in the CUP <br />application support information submitted September 16, 1990. <br />An increase in furnace capacity or a third melt furnace shall <br />not be added to the operation without application and approval <br />of a new CUP. <br /> <br /> <br />
