8) <br /> <br />Building Materials: One new building structure is proposed. This structure does not <br />contain more than 50% of a material other than metal. In fact, the proposed building is <br />rather unique in that one side is completely open and the two remaining sides are <br />approximately three quarters open. However, the wording of the architectural control <br />provisions of the code applies only to buildings which are adjacent to existing or future <br />streets or structures. The proposed structure is approximately 470 feet from the street. <br />However, a future structure on a neighboring property could be as close as 90 feet away. <br /> <br />9) <br /> <br />Drainage: The drainage plan submitted shows drainage to occur largely from east to west <br />across the site where it will be discharged at two points at the west boundary of the site <br />where it would flow over adjacent property for a distance of 100 to 200 feet to a large <br />wetland. A small area consisting of the access road and parking area in Area A flow to the <br />southeast into a depression on the southeast corner of the property. I would suggest that <br />the bituminous drive be regraded slightly such that the access road drainage will be <br />conveyed to the wefland area west of the site. This will minimize the probability of run-off <br />spilling onto developable industrial land to the south. <br /> <br />I would also recommend that some type of easement be obtained from the property to the <br />west acknowledging the right to transmit run-off from the subject property into the <br />wetland. <br /> <br />Additionally, I have a concern over controlling run-off from any area which may <br />contaminate storm run-off with yard processes. However, this item is more appropriately <br />addressed in the conditional use permit. <br /> <br />10) <br /> <br />Curbing: The applicant proposes providing a bituminous curb for a distance of 160 feet <br />from the site entrance. City Code requires a minimum of 12 inch concrete curb confining <br />all paved areas. <br /> <br />11) <br /> <br />Hard Surfaced Drive Areas: The Applicant proposes bituminous surfacing only in Area A <br />which is designated for traffic by the general public. City Code requires all travelled areas <br />to be paved with bituminous or concrete. <br /> <br />12) <br /> <br />Landscaping: A landscaped area is required by Code along Sunfish Lake Boulevard. A <br />landscape plan has been submitted which includes a double, staggered row of spruce trees <br />spread approximately 15 to 20 feet apart. <br /> <br />I recommend approval of the site plan contingent upon modifications being made as outlined in <br />Items 9, 10 and 11. I believe the Planning and Zoning Commission should consider and issue <br />direction on Items 2, 8 and 12. <br /> <br />Respectfully submitted, <br /> <br />CITY OF RAMSEY <br />Steven J.
