REVIEW SKETCH OF CHESTNUT HILL ADDITION <br />By: Mark S. Banwart, Community Development Director <br /> <br />Case #3: <br /> <br />Background: <br /> <br />On September 15, 1988, the Parks and Recreation Commission gave concept approval to a centralized park for <br />Windemere Woods, Cedar Hills and Chestnut Hills proposed divisions. At the October 20, 1988 meeting of the <br />Ramsey Parks and Recreation Commission, a motion was made and carried to deny that portion of land offered by <br />Windemere Woods Addition, Cedar Hills Addition and Chestnut Hills Addition to satisfy the City's park dedication <br />requirements fc~r the three proposed subdivisions, because a portion of the subject property is wetland. These <br />developers met several times with City Staff regarding concerns of the subdivision layout (e.g., parks, trails, <br />transportation, etc.) <br /> <br />The developers presented their Parks Concept Plan to the Parks and Recreation Commission on December 8, 1988. <br />The joint proposal was reviewed by the Parks and Recreation Commission. The consensus of the Commission was <br />to accept the overall concept along with a trail to the North but not to make a motion for acceptance until the <br />Commission receives the required plats showing the entire area of the 3 developments, all the trail alignments and <br />public use area. The Parks and Recreation Commission will re-review the plats at their January 13, 1989 meeting. <br /> <br />On November 15, 1988, City Council directed Wally Anderson, developer of Cedar Hills Addition to make every <br />effort to negotiate an access for the southwest portion of that addition'to County Road # 116. <br /> <br />On November 16, 1988, staff recommended that an Environmental Assessment Worksheet (EAW) be ordered for <br />Cedar Hills, Windemere Woods and Chesmut Hills Additions when the City receives the sketch plan for Chestnut <br />Hills Addition. For your information, the following items are enclosed: <br /> <br />A site location map. <br />Proposed subdivision (will be available at the meeting). <br /> <br />Recommendations: <br /> <br />- Motion to accept sketch plan for Chesmut Hills Addition and recommend proceeding to preliminary platting. <br /> <br />- Motion to recommend to Council that a joint EAW be ordered for Cedar Hills Addition, Windemere Woods <br /> Addition and Chestnut Hills Addition. <br /> <br />Commission Action: <br /> <br />Motion to accept/deny sketch plan for Chestnut Hills Addition and recommend proceeding to preliminary platting. <br /> <br />- Motion to recommend/not recommend to Council that a joint EAW be ordered for Cedar Hills Addition, Windemere <br /> Woods Addition and Chesmut Hills Addition. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />CiW Attorney <br />City Engineer <br />Community Development Director <br /> <br />Chief of Police <br />Finance Officer <br />Planning & Zoning Commission <br />Other <br /> <br /> <br />
