C,~se ~22: Adopt Ordinance AmEnding The City Charter By The Addition Of <br /> A Chapter Titled "Police Department": <br /> <br />Mr. Goodrich stated that the proposed amendment to the City Charter will <br />have to go to a public hearing. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Bawden to <br />schedule a public hearing for Tuesday, December 13, 1988 at 7:30 p.m. <br />regarding the proposed amendment to the City Charter for a chapter titled <br />"Police Department". <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Inc.: <br /> <br />Mr. Otto noted that EQB and Metro Council have indicated that it would be <br />premature for Ramsey to take action on the Conditional Use Permit prior to <br />a determination on the adequacy of the EIS. <br /> <br />Mr. Goodrich noted that the City does have the ability to take action on a <br />conditional use permit contingent upon EIS completion. <br /> <br />Mr. Otto noted that in staff's opinion, approving the condtional use permit <br />on a contingency basis undermines any areas of concern previously raised by <br />City Council. <br /> <br />John Heinen - 6370 143rd Lane - Stated that he is in favor of the City <br />granting Waste Management the conditional use permit because he feels the <br />expansion will allow for proper closure of the site and the ski hill will <br />bring surrounding property values back up. <br /> <br />Council proceeded to review the proposed conditional use permit. <br />Mr. Goodrich referred to the proposed conditional use permit, Item ~-47, <br />regarding regarding Anoka County entering into an agreement with the City <br />of Ramsey for long term liability. Mr. Goodrich stated that he has <br />received indications that under no circumstances would Anoka County agree <br />to this requirement. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember Sorteberg to <br />delete Item #47 from the proposed conditional use permit. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: l~oe. <br /> <br />Mr. Otto stated that in the event continued landfill activities affect <br /> City Council/November 15, 1988 <br /> <br />Page 7 of 15 <br /> <br /> <br />
