accessing a local street; properties with drivewaya accessing onto a county <br />road would be assessed a one-half unit. <br /> <br />Run Ginsberg - Stated that there are 3 inclines in the proposed improvement <br />area; gravel roads allow for better traction in inclement weather. <br /> <br />Janet Holmes - Stated she is in favor of the project because without paved <br />roads, too much dust comes in the houses Jn the summertime when windows are <br />open; she would like to be able to hang her washing out on a clothesline; <br />all of the male members of her family are particular with their vehicles <br />and in this area, it is necessary to clean cars more frequently. <br /> <br />Run Ginsberg - Stated he likes the rural atmosphere of the area and doesn't <br />want to see it change. <br /> <br />Oliver Wanstrom - Stated that paved roads results in cars speeding. Stated <br />that he is proposed to be assessed $9,000 for the improvement; one has to <br />consider what they are willing to sacrifice in order to have paved streets; <br />he will put up with washing his care more often for $9,000. Noted that <br />trips to Europe or one year at college cost less than his proposed <br />assessment. <br /> <br />Mary Smith - Stated that she is a realtor and a 3 bedroom home on an <br />unpaved street is valued at $81,000 and a similar home on a paved street is <br />valued at $85,700; by not paving, persons are losing that additional home <br />equity, bis. Smith stated that she has tried to sell her home twice and a <br />major complaint of the people viewing it was the unpaved street. Ms. Smith <br />also noted that road conditions are undependable with gravel; there are <br />times when school buses will not come down the hill to her home in the <br />winter and in the spring, they don't want to get stuck in the mud. <br />Stopping the wear and tear dirt roads place on cars would more than <br />compensate for the improvement assessment. <br /> <br />Dan Baker - Stated that he would not mind having a paved road but he has <br />never seen a road on which there is so much speeding; this situation would <br />only get worse if the roads were paved. Stated that he and his wife could <br />not afford the assessment at this time and that assessmenta should be based <br />on front footage. <br /> <br />Resident - Burns - Stated he lives on a sharp corner and there is real <br />problem with young people speeding around that corner; paved roads would <br />worsen .that situation. <br /> <br />Rick Bennett - Inquired as to the impact on the proposed project if Ute <br />Street were included. <br /> <br />Mr. Raatikka estimated that including Ute Street would increase the project <br />cost by approximately $22,000. <br /> <br />Run Ginsberg - Inquired if property taxes would increase as a result of <br />raised property valuation because of paved roads. <br /> <br />Mr. Hartley replied that improvement to property are reflected in the <br />property valuation; property taxes are based on property valuation. <br /> <br />Public Hearing/December 8, 1988' <br /> <br /> Page 4 of 6 <br /> <br /> <br />
