CITY COUNCIL
PUBLIC F~EAR5 NG
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a public hearing on Tuesday, December 13,
1988 at the F. amsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey,
Minnesota.

Members Present:

Mayor Gary Reimann
Councilmember A1 Sorteberg
Counc ilmember David Bawden
Councilmember Stephen F. DeLuca
Councilmember A1 Pearson

Also Present:

City Administrator David Hartley
City Engineer Peter Raatikka
City Attorney William Goodrich

QALL TO ORDER

Mayor Reimann called the public hearing to order at 7:35 p.m.

PRESENTATION

Mr. Goodrich stated that the proposed amendment to the Charter to establish
a chapter entitled "Police Department" has been published two times in the
official newspaper. Ramsey currently has a. police department created by
ordinance. A police department created by City Charter can only be amended
and affected by the Charter.

Mr. Goodrich proceeded to review the contents of the proposed ordinance.

Mr. Goodrich stated that if City Council adopts the ordinance this evening,
it will become effective 90 days after it's first publication. During that
90 day period, persons who want to place this issue on a ballot could do so
by presenting City Council with a petition signed by 2% of the registered
voters of the City.

Mayor Reimann inquired if the last section of the ordinance (Equal
Opportunity) regarding arbitrary rules also applies to passing a physical
fitness test.

Mr. Goodrich replied that the key word is 'arbitrary'; requiring passing a
physical fitness test is acceptable; an applicant for the department could
not be excluded from consideration for some arbitrary reason.

Councilmember Pearson inquired as to the purpose of creating the police
department by Charter in addition to City Ordinance.

City Council Public Hearing/December 13, 1988
