By:

Case #6:

MISSISSIPPI TRAIL CORRIDOR UPDATE
Mark S. Banwart, Community Development Director

Background:

During the platting process for Bulow's Addition and Riverview Estates Addition, numerous
events have occurred dealing with dedication for a trail corridor which will run along the
Mississippi River throughout the breadth of the City of Ramsey. Metropolitan Council has review
authority and regional planning responsibilities and has indicated that there should be a regional
trail corridor which runs parallel to t!,.e Mississippi River. Anoka County Parks Departmem would
be the eventual owners and provide the maintenance of the trail. The Environmental Quality Board
has :tn interest in development in the Critical Rivers Corridor, until which time, the City of
Ramsey's Critical River Corridor Overlay Ordinance is approved by all other agencies. The United
States Department of the Interior National Park Service has been directed by Congress to establish
a National Park along the Mississippi River (including Ramsey). Last but most importantly, the
City of Ramsey is ensuing a program of establishing a well defined parks and trail system.

In addition, Ramsey is seeking Metropolitan Council approval to extend its Municipal Urban
Service Area (MUSA) boundaries and eliminating the 1 in 10 acre housing density requirement.

During the month of December, the City received responses from Anoka County Parks
Department, Metropolitan Council, and EQB recommending denial of final plat approval for
Bulow's Addition and Riverview Estates Addition, until which time, the City uses a 30 foot trail
corridor standard.

City Council requested and received a map from staff detailing the corridor area (parcel by parcel).
On December 27, 1988, the Council directed a number of changes to the corridor map and directed
staff to contact the various concerned agencies and solicit a change in their position pursuant to the
proposed trail corridor map.
