Transportation System - Roads

The city is serviced with two major highways which seine as the
backbone of the City's transportation system. As shown on Figure
_~ , State Highway 47 is situated on the eastern side of the
~ommunity and runs north and south. U.S. Highway 10 and 169, a
four lane highway, traverses the southern edge of the city
running generally east-west. County Roads 5, 57, 56 and 83 serve
as major north-south collectors through the city. Major east-
west collectors are County roads 7, 83 and 116.

The City historically has required road right-of-way dedication and
road construction as plats were approved to develop the local street
system. Zn recent years, however, the city has also taken a more
active role in development of its transportation system. As examples,
in an effort to control access and provide orderly development on the
south side of Highway 10, the City extended Sunfish Lake Blvd and
Front Street in 2988. Dysprosium Street was e>~tended to Co. Rd. 5 and
links with city of Anoka's Thurston Avenue which extends to Highway 10
with an overpass over the Burlington Railroad tracks. The city has
also deeded right of way to Anoka County for the extension of CSAH 116
across the Rum River. This road will ser~e as a much needed link with
the City of Anoka providing alternative routes which avoid at grade
crossings with the railroad tracks.

Figure ~ illustrates the major elements of the ~
C_~y's transporta-
tion plan. As sho%~, the major emphasis will be in strengthening the
east-west collector system within the City and providing frontage
roads along Highway 10. Much of the proposed collector system will be
eligible for and constructed as part of the MSA Municipal State Aid
(I~SA) system.

The major transportation bottleneck occurs outside o~ the City at the
169 Bridge crossing in Anoka. Currently, the bridge.is under
restricted load limits (max. tons) and needs to be replaced. A
definitive schedule has not yet been set for bridge replacement. Due
to the heax~ volume of traffic, at a minimum, a tempora~2; bridge will
be constructed prior to removal of the e>~isting st~-ucture.

The City of Ramsey has had preliminary discussions with PRW/DOT
regarding construction of a new bridge at the location shown on Fi~c~ure
~ rather than const_-uction cf a temporal-y_ bridge st_--ucture.
M2~/DOT has ex"pressed interest in this propcsa!. As sho%~, a new
bridge crossing could sac--ye as a major thoroughfare between the pro-
posed 610 Highway and the northwestern part of the Metropolitan
Region. The City has also discussed the proposal with the City of
Dayton which has e>~pressed interest in the proposal.
