REVIEW OF DRAFT HORSE ORDINANCE
By: Planning Assistant Sylvia Frolik

CASE #6:

Background:

In the process of performing research regarding Rhonda Williams' and Philip Swiggum's request
for a conditional use permit to maintain a horse hobby farm, it has come to City Staffs attention
that there may or may not be several properties that are not in compliance with City Code
requirement frJr 3 acres/horse.

As you recall, the Planning Commission submitted a proposed ordinance amendment to City
Council in 1988 regarding regulations for keeping horses. That proposed ordinance was denied by
City Council because they disagreed with the acreage/horse standards. Perhaps the Commission
would again like to review that draft ordinance and reconsider the acreage/horse requirements.

Enclosed for your information is the proposed ordinance amendment from 1988.

Recommendation:

Commission Action:

Will be based on your discussion.

Review Checklist:

City Administrator
City Attorney
City Engineer
Community Development Director

Chief of Police
Finance Officer
Planning & Zoning Commission
X Planning Assistant
