- 4 - <br /> <br />horses, to investigate complaints, to advise horse <br />owners against whom complaints have been lodged and to <br />advise the City Council as to appropriate action. <br /> <br />The City Council shall appoint five persons to the <br />Horseman's Committee, including when possible a <br />representative of the largest horse-oriented association <br />or club and any other person who the City Council feels <br />is qualifed to serve. Two members shall serve a three- <br />year term, two members shall serve a two-year term, and <br />one member shall serve a one-year term. Any member is <br />eligible for reappointment at the end of his term. <br /> <br /> <br />
