REVIEW SKETCH PLAN FOR NORTH FORK 3RD ADDITION <br />By: Mark S. Banwart, Community Development Director <br /> <br />Case #7: <br /> <br />Background: <br /> <br />On January 31, 1989, the City received application for North Fork 3rd Addition. The proposed subdivision consists <br />of Block One with six lots, Block Two with three lots and Block Three with seven lots. There is a total of 16 lots. <br />The layout of this addition is consistent with the general concept plan and intent of the North Fork P.U.D. For your <br />information, the following items are enclosed: <br /> <br />B. <br />C. <br />D. <br /> <br />A site location map <br />Proposed subdivision <br />City Engineer's review <br />Development Agreement - North Fork 2nd Addition with <br />Paxk Dedication Agreement <br /> <br />Observations: <br /> <br />On September 14, 1988, Dennis Peck, representing North Fork, provided the Planning and Zoning Commission <br />with the most recent version of the concept for the development of the remainder of North Fork P.U.D., which <br />includes an eighteen hole golf course. On December 8, 1988, Mr. Peck told the Park and Recreation Commission <br />that North Fork agreed to supply 30 acres for park dedication with access to a trail corridor. He also told the <br />Commission that he would be coming in January with a preliminary plat. Commissioner Hendriksen stated that he <br />felt it would convey a poor message for North Fork to have a private trail going through it. Mr. Peck stated that <br />North Fork was attracting more interest in a golf course than a trail system. Although the golf course would be <br />privately owned, it would be open to the public. The City Engineer has reviewed the sketch plan and has addressed a <br />number of issues. <br /> <br />Recommendations: <br /> <br />-Staff recommends sketch plan approval of North Fork 3rd Addition. <br />-Staff recommends that the City receive fee title to the multi-purpose trail corridor prior to recording of North Fork <br />3rd Addition. <br />-Staff recommends that a comprehensive Park Dedication Agreement be drafted and adopted for the eh. tire North Fork <br />P.U.D. (including areas South of 153rd Ave. NC,;., modification of other unplatted areas due to the fact that major <br />and significant changes have occurred and that there is a need to ensure a proper trail/park system development. <br /> <br />Commission Action: <br /> <br />-Motion to recommend approval/denial of sketch plan and to proceed to preliminary platting of North Fork 3rd <br />Addition. <br />-Motion to recommend requiting/not requiting that the City receive fee tide to the multi-purpose trail corridor prior <br />to recording of North Fork 3rd Addition (75 foot wide trail corridor and park lands). <br />-Motion to recommend requiring/not requiring a comprehensive Park Dedication Agreement for the entire North Fork <br />P.U.D. be developed and adopted prior to any additional subdivision submittals. This Park Dedication Agreement <br />would include the area South of 153rd Ave. NW., West of Andrie Road and the proposed North Fork 6th Addition <br />(Block 8). The Park Dedication Agreement should include trail corridor passage from the park (adjacent to the park <br />in Whispering Pines Addition) to the future 153rd Ave. NW railroad crossing. In addition, there should be City <br />trails on the area West of Andrie Road. <br /> <br />Review Checklist: <br /> <br />City Administrator .
