10. That as part of the review of the School site plan, the City has reviewed the development for <br /> compliance with the Town Center Development Guidelines. <br /> <br />11. That the City found the School development to be in substantial compliance with the Town <br /> Center Development Guidelines with the exception of a few items. <br /> <br />12. That the Applicant's site plan is inconsistent with the Town Center Development Guidelines <br /> on the following matters. <br /> <br />a) Less than 60% building transparency along Ramsey Blvd. <br />b) Less than 40% brick faCade along Ramsey Blvd. <br />c) Greater setbacks than stated in the Development Guidelines. <br />d) Having more than 30% of public street should devoted to parking along Ramsey Blvd. <br /> and Peridot St. <br /> <br />13. That the City finds that unique design and traffic circulation needs for schools make the <br /> Applicant unable to meet the Development Guidelines stated in Finding #12. <br /> <br />14. That the distance of the building from Ramsey Blvd. makes it impractical for the Applicant <br /> to meet the Development Guidelines stated in Finding #12 <br /> <br />15. That the Applicant is providing additional screening and landscaping to mitigate the greater <br /> amount of parking frontage along Ramsey Blvd. and Peridot St. <br /> <br />16. That the proposed use will not adversely impact traffic in the area. <br /> <br />17. That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br /> residing or working in the vicinity of the use or to the public welfare. <br /> <br />18. That the proposed use will not substantially adversely impair the use, enjoyment, or market <br /> value of any surrounding property. <br /> <br />19. That the proposed use will not be hazardous or disturbing to existing or future neighboring <br /> uses. <br /> <br />20. That the proposed use will be served adequately by public facilities and services such as <br /> highways and streets. <br /> <br />21. That the proposed use will not create excessive additional requirements at public cost for <br /> public facilities and services, and it will not be detrimental to the economic welfare of the <br /> community. <br /> <br />22.
