CASE//4 <br /> <br />REVIEW PARK DEDICATION FOR RIVENWICK <br />VILLAGE SKETCH PLAN <br /> By: Leonard Linton, Civil Engineer II <br /> <br />.Background: <br /> <br />Turtle Moon Inc. owns a 31.5-acre parcel zoned Mixed Use Planned Unit Development <br />(MU-PUD). The property is north of Pd,,~verdale Drive and south of US Highway #10. <br />Ryland Homes has a purchase agreement to develop 26.5 acres. The proposed <br />development will have three styles of townhomes per their submittal. The Planning <br />Commission case is attached for reference. <br /> <br />The City has the option of cash, land or a combination of cash and land for park <br />dedication. The City's 2003 park dedication fee is $1800 per residential lot; existing <br />homesteads are exempt from park dedication fees. The plat will be subject to the park <br />dedication rate in effect at the time of final plat approval. Park dedication fees must be <br />paid prior to the City releasing the plat for recording at Anoka County. <br /> <br />The City has established a trail development fee at a rate of $475 per unit; existing <br />homesteads are exempt from this fee. The plat will be subject to the trail fee in effect at <br />the time of final plat approval. This feed must be paid prior to the City releasing the <br />mylars for recording. <br /> <br />Observation: <br /> <br />This project was reviewed by the Planning Commission on November 6, 2003. Staff has <br />had discussions with Ryland Homes regarding possible rearrangement of the plan to <br />incorporate a public street and shorter private driveS. This area zoned is PUD which <br />allows for latitude by the Council in accepting the final plat. The Park. Commission <br />should consider what they would expect in Park and Trail Dedications. There is an <br />existing City park south east of the development and an 8-foot trail was added south of · <br />Riverdale Drive when Rivenwick 3rd was developed.
